본 연구는 장소정체성에 기반한 골목길 역사·문화 재생의 방안으로 도쿄의 가구라자카를 사례로 하여, 재생사업의 추진과정과 성과를 알아보고, 이것이 우리나라에 줄 수 있는 시사점을 도출해내는 데에 목적이 있다. 가구라자카 골목길은 에도시대의 느낌이 남아있다. 시부야, 신주쿠, 이케부쿠로 등 역을 끼고 있는 지역의 복합 개발에 밀려 쇠락의 길을 걸었지만, 오히려 도심과 차별화된 친숙한 골목길 경관으로 도쿄를 대표하는 문화거점이 되었다. 이곳 주민들과 시민단체는 전통경관에 대한 보존운동을 펼치며 점진적인 협의를 통해 골목길의 정체성을 지켰다. 골목길 고유의 장소정체성을 보호하면서 현대적 편의성을 가미하는 가구라자카의 사례는 우리나라의 골목길 역사·문화 재생에도 시사하는 바가 크다. 무엇보다 첫째 역사·문화 재생의 공감대를 바탕으로 재생사업이 소프트웨어적으로 진행된 점, 둘째로 주민과 시민단체가 주도하여 재생사업의 점진적인 합의를 이끌어나간 점, 셋째 행정적 지원을 최소화할 수 있도록 사회적 기업을 통해 자금을 조달해나갔다는 점, 마지막으로 기존의 지역적 가치가 소멸되지 않도록 신축을 최소화하였을 뿐만 아니라 등록문화재 제도를 통해 새로운 가치를 창조하는 방향으로 골목길의 역사적 의미를 재발견했다는 점 등은 향후 우리나라의 골목길 재생이 나아가야 할 방향을 제시해준다.
This study investigated Tokyo’s Kagurazaka as a way to regenerate the history and culture based on place identity with a goal of figuring out the progress and achievements of the urban regeneration project and deriving implications for Korea. Kagurazaka has the traces of the Edo Period. Even though it had declined with the comprehensive development of nearby areas such as Shibuya, Shinjuku and Ikebukuro, it has evolved into the cultural hub of Tokyo with differentiated and intimate alley landscapes. The residents and civil groups promoted traditional landscape conservation movement and were able to keep the identity of alleys through gradual negotiations. The success of Kagurazaka which has added modern convenience while protecting the place identity of alleys has implications for regenerating the history and culture of alleyways in Korea. In particular, it suggests what should be done for the regeneration of alleys as follows: i) Promotion of the project based on mutual consent on the regeneration of alley history and culture, ii) gradual consent on the project led by the locals and civil groups, iii) fund-raising through social enterprises, minimizing administrative support, iv) rediscovery of the historical meaning of alleyways in a way to create new values through the registered cultural property system as well as the minimization of new construction, keeping regional values intact.
