공공봉사동기(public service motivation)는 행정학의 고유한 연구 개념가운데 하나이다. 이 연구에서는 공공봉사동기에 대한 국내 연구를 세계의 연구경향과 비교하여 점검하고, 한국적 맥락에서의 공공봉사동기 이론을 탐색하고자 한다. 첫째, 2018년 6월까지 국내에서 연구된 160편의 학술논문에 대한 문헌검토를 통해 그동안의 성과를 평가하고 후속 과제를 제시한다. 문헌검토는 공공봉사동기의 개념과 척도에 관한 연구, 공공봉사동기의 영향요인(선행변수)에 관한 연구, 공공봉사동기의 효과(결과변수)에 관한 연구 등 세 가지 영역으로 구분하여 고찰한다. 둘째, 한국적 맥락에서 공공봉사동기의 형성과 영향에 대한 이론을 탐색한다. 우리나라의 공식적·비공식적 제도가 공공봉사동기 형성에 미치는 영향, 공공봉사동기와 다른 동기요인간의 관계, 공공봉사동기가 행정과 공무원의 행태에 미치는 영향을 중심으로 이론 개발을 위한 단초를 제시하고자 한다.

Public service motivation (PSM) is one of the original research concepts developed in the field of public administration. This study aims at reviewing PSM research in Korea in comparison with the research trends in the world and exploring theories of PSM in the context of Korea. The study provides a systematic literature review of 160 journal articles published until June 2018, discussing performances and future directions in the PSM research in Korea. The literature reviews focused on three key aspects: studies on the concept and measure of PSM, on the antecedents of PSM and on the outcomes of PSM. Also, it investigated plausible theories on PSM in the context of Korea. The study suggested clues for developing theories primarily on the effects of formal and informal institutions on PSM, the relationships between various motives, and the influences of PSM on the public administration and behaviors of public employees in Korea.
