본 연구는 의원입법에 대한 정량적 평가가 의원입법 부실화의 원인이라는 문제의식 하에, 의원입법의 질을 보다 다각적으로 평가하기 위한 지표를 탐색하고자 하였다. 구체적인 분석을 위하여 제17대~제19대 국회에서 제출된 아동복지와 관련된 모든 법안(영유아보육법, 아동복지법)을 재정소요 법안의 비용분석 여부, 공동발의의원 수, 기존 법안과의 중복여부, 법안의 주요내용, 법안 처리 결과의 다섯 가지 지표를 통해 분석하였다. 분석 결과 법안비용추계제도 및 공동발의제도는 원래의 제도 도입 목적을 달성하고 있지 못하거나 남용되고 있는 것으로 드러났다. 중복 발의되는 법안의 비중은 점차 감소하고 있으나 여전히 많은 비중을 차지하였으며, 자구수정 또는 법규정 보완 등 소극적 내용의 법안 비중이 여전히 큰 것으로 드러났다.

The objective of this study was to develop an evaluation index for legislation by Assembly members which has increased significantly in Korea. Based on the literature review, this study suggested 5 index; the estimation of the cost of a bill, the number of lawmakers who consistently sponsored a bill, the main contents of a bill and the result of the passage of a bill. The result of the analysis on the bills introduced between the 17^th and the19^th National Assembly using those index showed that their quality has not been improved.
