이 글은 공무원직업을 보는 관점이 공무원연금의 성격규정과 연금개혁방향에 영향을 미치는 점을 이론적으로 논하고, 공무원 연금개혁모델을 구조개혁과 모수개혁으로 나눈 뒤 주요 외국사례를 택해, 각국의 연금개혁사유와 개혁방식을 각국 공무원제도 및 내부상황과 연관해 살펴보았다. 이론적 논의와 외국사례의 시사점을 우리의 연금개혁에 응용해보면, 우리나라는 헌법에서 신분제적 요소가 강한 직업공무원제를 전제하므로, 공무원 연금개혁에서 모수개혁을 택할 필요가 있다. 외국사례에서 보듯이 구조개혁은 단기적 재정안정화엔 기여하지만 부실한 노후보장과 인재유치 곤란 등 공무원연금의 기본취지와 충돌하기 쉽다. 정부의 질 저하에 따른 국민피해도 초래한다. 막대한 전환비용과 공무원보수 현실화 문제도 수반한다. 우리가 공공개혁모델로 참고해온 미국은 직위분류제와 단체교섭 활성화 등 구조개혁이 자유로운 상황이었고, 유연화된 근로환경에 부합하도록 공-사 연금제도 간 연계성을 확보하려고 개혁한 점에서, 연금재정위기라는 우리의 구조개혁사유와는 다르다. 우리가 향후 국가운영에서 공무원직업의 공공성을 요한다면 구조개혁보다는 독일, 프랑스처럼 특수직역연금의 노후보장과 인사정책 기능을 보강해야 한다. 물론 재정현실을 고려해 보험료율, 지급률, 개시연령 조정 등 더 많이 내고 더 늦게 받는 쪽으로 치밀하고 섬세한 모수개혁이 지속돼야 한다. 재정안정화 및 국민연금과의 사회적 연대를 위해 지급액의 적정축소도 필요하다. 단 공무원연금의 노후보장기능도 중요하므로 소득대체율을 일정수준으로 유지하려는 정부의 지출의지도 요구된다. 모수개혁이 사회적 정당성을 가지려면 수급자의 재정안정화 동참유도 등 재정안정 추가조치와, 공무원의 무능, 무책임을 이유로 연금개혁을 요구하는 사회여론에 부응하려는 공무원의 자기 개혁과 책임윤리도 필요하다.

This paper discussed the relationship between the concept of civil servants, government employees pension and the direction of its reform. This article analyzed the foreign cases of the structural pension reform and the parametric pension reform. Also, this study suggested the parametric reform strategy as civil servant pension reform model. The structural reforms such as integrated pension system or multi-pillar old-age security system will be in conflict with the normative basis of government employees pension to support civil servants and their families, and will cause a huge transition costs. Although, the parametric reform such as the adjustments of contribution rate, budget transfer rate, replacement rate and pension coverage ratio can preserve fiscal sustainability, and strengthen the normative basis of government employees pension as an elderly’s income security system. In order to seek social consensus to parametric reform, government employees must initiate their consciousness innovation and do their best to realize public ethics.
