본 연구는 지급결제제도가 안정성(stability)을 근간으로 하는 제도임에도 불구하고, IT금융기술의 비약적인 발전으로 인해 엄청난 변화를 겪고 있음을 감안하여 지급결제제도에 초래된 변화의 과정과 미래 모습을 역사적 신제도주의 접근법을 통해 분석하였다. 분석결과, 경로의존모형은 어느 시기에서나 지급결제제도의 변화양상을 제대로 설명할 수 없다는 점을 확인하였다. 경로의존모형을 통해 시기별 제도변화의 과정을 살펴본 결과는 다음과 같다. 첫째, 지급결제제도의 도입기에서 경로진화의 형태는 ‘가겹(Layering)’에 해당되는 것으로 분석되었다. 둘째, 지급결제제도의 제도정착기에서 경로진화의 형태는 ‘전치(Displacement)’에 해당되는 것으로 분석되었다. 셋째, 지급결제제도의 성장기에서 경로진화의 형태는 ‘가겹(Layering)’에 해당되는 것으로 분석되었다. 넷째, 지급결제제도의 안정기에서 경로진화의 형태는 ‘전환(Conversion)’에 해당되는 것으로 분석되었다. 다섯째, 지급결제제도의 글로벌도약기에서 경로진화의 형태는 ‘가겹((Layering)’에 해당되는 것으로 분석되었다. 지급결제제도를 둘러싼 정책 · 금융 환경의 변화로 인해 제도변화의 과정에 대한 규칙성을 찾기는 어렵지만, 향후에는 정치적 거부권자들은 많고, 경로운영자의 재량권은 좁은 ‘가겹’에 의해 지급결제제도의 변화과정을 설명할 수 있는 경우 많을 것으로 보인다. 따라서 정치적 거부권자는 많고, 재량권은 작은 상황에서 우수한 성과와 명분을 확보하고서, 효과적으로 정부정책을 수행하는 것이 지급결제시스템이 안고 있는 당면과제라 할 수 있다.

In this research, although the system of the payment and settlement is based on stability, it is based on the assumption that it is experiencing a great change for the rapid development of IT financial technology. We analyzed the process of the changes and the future of the system through the historical new institutionalism approach. The results of the analysis show that the Path Dependent model can not explain the changes in the payment and settlement system at any time. The analyzed results of each period are as follows through the Path Evolution model. First, in the introduction period of the payment and settlement system, it was analyzed that the form of path evolution corresponds to ‘Layering’. Second, the form of path evolution in the setting peroid of payment and settlement system is analyzed as ‘Displacement’. Third, the pattern of path evolution in the growth period of payment and settlement system was analyzed as 'Layering'. Fourth, the form of path evolution in the stabilizing period of the payment and settlement system is analyzed as ‘Conversion’. Fifth, the form of path evolution in the global leap of the payment and settlement system is analyzed as ‘Layering’. It is difficult to see the regularity of the process of institutional changes due to the changes in the policy and financial environment for the payment and settlement system. However, in the future, the right to political denial is much and the discretion of the passenger is narrow. so ‘Layering’ can explain the change process in many cases. Therefore, it is necessary to ensure that the payment and settlement system has the right to conduct effective government policies after securing excellent results and cause.
