본 연구는 지급결제제도가 갖는 중요성에도 불구하고, 관련 연구상황이 매우 미흡한 상황에 있어 지급결제 정책 및 이슈도출에 한계가 존재하고 있는 점을 감안하여 텍스트 네트워크 분석을 통해 2010년 이후 지급결제제도에 대한 키워드를 분석하고자 하였다. 출현빈도가 높았던 키워드들은 연구, 은행, 서비스, 결제, 한국은행, 신용카드, 모바일, 카드, 이벤트, 핀테크 등이었으며, 연결정도 중심성이 높았던 키워드들은 서비스, 결제, 은행, 연구, 모바일, 핀테크, 신용카드, 수수료, 조기지급 등이었다. ‘연구’와 ‘한국은행’ 등은 출현빈도는 높았지만, 연결정도 중심성이 상대적으로 낮아 정책·연구 분야에서만 중요성이 높은 것으로 나타난 만큼 국민·기업 등 일반인의 시각에 부합하는 정책아젠다 도출 및 연구전개가 필요한 것으로 분석되었다. 또한, 지급결제제도를 둘러싼 정책·기술 환경이 급변하는 것에 비해서는 제도의 변화가 완만하게 진행되고 있음을 확인하였다. CONCOR분석 결과‘전자상거래’, ‘인터넷’ 등의 키워드가 지급결제 기술이 아닌 지급결제 정책·연구 분야에 속하는 것으로 나타난 것은 이들 기술이 보편화되어 제도적 개선이 보다 중요한 문제로 부각되었기 때문인 것으로 생각된다. 정책적 시사점으로는 첫째, 지급결제제도 관련 연구는 일반인의 시각과 연계성이 높은 분야로 확대될 필요가 있는 점, 둘째, 지급결제제도의 변화가 비교적 완만히 진행되고 있다는 측면을 확인하였으므로 신제도주의분석 등 다른 분석방법을 통해서도 제도변화의 양상을 파악할 필요가 있는 점, 셋째, 기술영역이 정책·연구영역으로 전환되는 것은 기술의 보편화가 그 분기점이 될 수 있다는 점, 넷째, 지급결제 기술은 ‘서비스’가 화두인 만큼 기술의 개발·사업화·평가 등에 있어서 서비스 개념을 표준으로 활용할 필요가 있는 점 등을 제시하였다.

This thesis emphasized the fact that, despite the importance of the payment and settlement system, the related researches are insufficient, and that there is a limitation of the policies of the system and the deducting issues. This paper analyzed the keywords of the system by the text network analysis since 2010. The most frequent keywords were research, bank, service, payment, the Bank of Korea, credit card, mobile, card, event, fintech etc. The keywords that showed a high degree of connection centrality were service, payment, bank, research, mobile, fintech, credit card, fees, early payment. Even though the keyword ‘research’ and ‘the bank of Korea’ has high frequency, but the degree of connection centrality was not high, indicating it is important only in policies and researches areas; therefore, it is needed to deduct the agendas of policies and develop researches that correspond with the public and corporations. In addition, the policies and technology, surrounding the payment and settlement system is changing drastically, while the changing speed of the system itself is gradual. According to the CONCOR analysis, the reason that the keywords such as ‘e-commerce’ or ‘the Internet’ belong to the payment and settlement policy and research field, not in the technology filed, is that since these technologies are generalized, the improvement of the system became more important. The policy implications are as follows. First, the research related to the payment and settlement system needs to be expanded, in that it has a high degree of connectivity to the public. Second, since it is identified that the payment and settlement system is changing gradually, it is also needed to check up the changing patterns by implementing other methodology such as the neoinstitutional perspective. The fact that switching a technology perspective to a political and research filed could be the turning point is the third implication. lastly, as the payment and settlement service technology is greatly concerned with ‘Service’, it is necessary to apply service concept when developing, commercializing, estimating the technology.
