본 연구에서는 국회의원선거 시 수행되는 출구조사 결과를 이용한 주요 정당의 의석수 예측방안을 고려하였다. 2012년 19대 국회의원선거부터 전 지역구에서 출구조사가 진행되었으며 조사과정에서 발생하는 무응답과 사전 선거를 반영한 추정이 사용됨에도 불구하고 발생하는 예측 의석수의 체계적 편향을 18, 19 그리고 20대 국회의원선거 및 출구조사 결과를 통해 분석하였고, 이를 바탕으로 기존의 베이즈 추론 기반 의석수 예측방안의 개선안을 제안하였다. 제안된 의석수 예측방안을 2012년과 2016년 출구조사 결과에 적용하여 기존 방안과 비교하였고, 그 결과 이전 국회의원선거 및 출구조사 결과를 활용하여 체계적 편향을 조정하는 방안이 주요 정당의 의석수를 더 정확하게 예측함을 확인하였다.

In this study, the method of predicting the political parties’ number of seats in general election using the result of exit poll. Exit poll has been used from the 2012 general election in all districts and appropriate statistical treatments for handling nonresponse and pre-election were also applied to predict the political parties’ number of seats. In spite of such an effort, systematic bias were appeared in 2012 and 2016 general elections. We investigate the systematic bias appeared in 2012 and 2016 exit polls and suggest the improved prediction method based on Bayes inference. We compared the existing prediction method to suggested one by applying methods to 2012 and 2016 exit polls and show that suggested method performs better in predicting the political parties’ number of seats.
