본 연구는 전문가의 역할이 부각되는 정책공동체 모형을 활용하여 지방자치단체 위원회 구성·운영의 특성과 문제점을 전문가 참여에 초점을 맞춰 분석하였다. 지방자치단체 위원회가 정책공동체로서의 역할을 수행하고 있는 것으로 인식되고 있으나, 연구결과에 따르면, 위원회 구성·운영에서 공무원들의 영향력이 크고, 구성원 간의 지속적인 상호작용이 이루어지지 않으면서 정책공동체로서의 역할을 수행하기는 어려울 것으로 보인다. 따라서 위원회가 민주적인 의사결정, 정책의 품질 제고, 정부의 책임성 강화 등을 위한 것이 아닌 지방자치단체의 정책방향을 위한 형식적인 기구로 전락할 가능성도 있다고 할 수 있다. 이런 문제를 해결하고 위원회 운영의 개선을 위해서는 위원회에 대한 공무원과 전문가들의 인식 전환이 우선적으로 필요하다. 아울러 지역 전문가 풀(Pool)을 구축하고, 무작위 추출 방식 등으로 위원들을 선정할 필요가 있다. 또한, 공식적인 회의 이외에도 상호작용 확대, 서로의 가치관 및 지식 공유 등을 위해 비공식적 모임과 접촉을 활성화하는 한편, 전문가들의 적극성을 유도하기 위해 참여에 대한 금전적 보상을 현실화하고, 전문가들이 제출한 의견을 효과적으로 관리할 필요도 있다. 이와 함께 위원회에서의 자원배분, 권력배분 등의 균형성을 위해 논의 내용에 대한 충분한 정보가 사전 공급될 필요가 있으며, 위원장이나 간사를 민간에서 맡는 등 공무원들의 역할을 축소할 필요가 있다.

This study analyzed the operation characteristics of local government committees, focusing on the experts’ participation by using the policy community model. Generally, local government committees are regarded as a policy community. However, according to the research results, the influence of civil servants is great in the composition and operation of the committees and thus, they are also unlikely to play a role as a policy community without constant interactions among members. Therefore, the committees may become a formal institution, not for strengthening democratic decision making, policy quality, and government accountability. In order to improve committee operation, it is necessary to establish a pool of local experts and select members by random sampling method. In addition to formal meetings, there is a need to promote informal meetings and contacts for expanding interactions, mutual values and knowledge sharing. In addition, sufficient information on discussion needs to be provided in advance in order to balance resource allocation and power allocation among committee members, and it is necessary to reduce the role of civil servants, such as taking the chairperson in the private sector.
