본 연구에서는 도서정가제 사례를 대상으로 지난 20여년 동안 전개된 정책변동을 4가지 단계로 구분하여 분석 하였다. 세부내용으로 첫째는 기본적인 출발논의로 그 동안 정책연구에서 많이 활용되어 온 정책옹호집단(ACF) 모형의 신념체계에 준거하여 도서정가제의 찬성과 반대 행위자를 구분하였다. 둘째, 찬반 행위자의 신념체계에 따른 주장을 담론, 아이디어 개념을 활용하여 담론분석을 하였다. 셋째, 정책변동이 발생하는 요인을 구조와 행위자 요인으로 구분하여 4차례의 정책변동을 초래하는 직접적인 환경변수를 선정하고, 이에 대한 행위자들의 담론대응을 분석하였다. 도서정가제 사례는 선택적 구조 요인과 주도적 행위자 담론전략의 상호작용을 통해 정책변동이 이루어지고 있다는 결론을 도출하였다. 연구의 함의로는 ‘구조-행위자 상호작용성’ 관점이 행위자, 신념체계, 담론분석에 관한 기존의 정책변동 연구를 보완하는 새로운 접근이 될 수 있을 것으로 기대한다.
This study analyzed the case of fixed book price system and its policy changes developed over the past 20 years in four stages. First, as a starting point of discussion, we distinguished between supporting and opposing arguments(beliefs) for and against the fixed book price system based on Sabatier’s policy advocacy coalition model. Second, the arguments of the pros and cons were analyzed using discourse and idea concepts. Third, factors that have caused the policy changes are classified into either structure or actor. In addition, the direct environmental variables that have caused the policy changes were analyzed through discursive responses of the actors. We conclude that the policy changes in the fixed book price system are an outcome of the interaction between selective structural factors and actors’ discourse strategies. The implication of this study is that the model of 'structure-actor interactivity' could suggest a new approach that would complement the existing policy change studies on actor, belief system, and discourse analysis.
