2018년 동남아의 바다에서는 혼돈 상황이 더욱 커졌다. 남중국해에서 중국과 미국은 군사충돌까지 갈만한 사태를 여러 번 일으켰고, 상대를 비방하는 수준도 더욱 높아졌다. 일본의 해군까지 남중국해에 등장했다. 중국과 동남아 국가 간 행동준칙 채택을 위한 협상도 진전을 이루지 못했다. 재앙에 가까운 지진과 쓰나미, 태풍이 2018년 동남아 바다를 휘몰아쳤다. 인도네시아와 필리핀이 입은 피해는 어느 해보다 컸다. 불가항력적인 측면도 있지만 두 나라의 대응 체계의 문제 등 국가 능력의 한계를 드러낸 재해이기도 했다.
