기후변화는 21세기 인류에 대한 가장 큰 위협이다. 기후변화가 생존권, 건강권, 식량권, 주거권 등을 포함한 인권의 향유에 부정적 영향을 미친다는 것은 더 이상 논쟁거리가 아니다. 기후변화의 원인이 되고 있는 지구온난화는 질병, 영양실조, 해안지역의 범람 등을 유발하는 원인이 되고 있다. 이러한 현상들은 식량이나 주거, 건강에 영향을 끼쳐 경제적·사회적 권리를 위협한다. 기후변화는 우리 시대를 압도하는 인권문제가 되고 있다. 그 동안 기후변화에 대한 국제사회의 대응은 주로 온실가스의 감축에 초점이 맞춰져 있었다. 그러나 기후변화문제는 기후안보의 문제, 기후불평등, 기후인권, 기후외교, 기후난민 등 인간 활동의 다양한 영역과 밀접하게 관련되어 있다. 또한 기후변화는 인간의 기본적인 삶에 심각한 영향을 미치고 있다. 이러한 문제에 대한 인식이 확대되면서 기후변화나 지구온난화 문제는 이제 인권문제로 인식되고 있다. 이제 기후변화는 단순히 환경문제 차원을 넘어서서 인권문제로 인식되고 있다. 앞으로 기후변화와 인권과의 상관성에 관한 논의가 국제무대에서 더 치열하게 그리고 자주 진행될 것이다. 기후변화는 인간의 기본적인 삶, 즉 인간답게 살 수 있는 조건을 심각하게 위협하고 있기 때문이다. 그런데 기후변화와 인권 사이에 연관성이 있음에도 왜 그 동안 이와 관련한 논의가 소홀하였는가? 그 동안 기후변화문제가 주로 과학계에서 논의가 시작되어 그것의 생태적·환경적·경제적인 측면에서 다루어졌기 때문이다. 기후변화가 인권과 매우 밀접한 관련이 있음에도 불구하고 그 동안 기후변화와 관련한 법과 정책의 초점은 인권 보다는 환경적 측면을 중심으로 경제적·통상적 측면에 두고 있었다. 이 글에서는 기후변화와 인권과의 연관성에 대해 살펴보고자 한다. 먼저 기후변화 취약성으로 인해 발생하는 기후불평등 문제를 검토한다. 그리고 유엔인권이사회에서의 논의를 중심으로 기후변화와 인권 간의 연계 논의의 전개 내용을 살펴본다. 더불어 기후인권과 관련이 깊은 경제적·사회적·문화적 권리에 관한 국제규약(ICESCR)의 일반논평(General Comment)을 검토한다. 특히 기후변화로 인해 위협을 받고 있는 인권들을 고찰한다.

Climate change is the greatest threat to human rights in the twenty-first century. It is no longer a controversy that climate change has a adverse effects on the enjoyment of human rights, including the rights to life, health, food, and housing. Global warming, which is the cause of climate change, is causing diseases, malnutrition, and flooding in coastal areas. These phenomena are seriously threatening human rights. Climate change is becoming a human rights issue that overwhelms our time. In the meantime, the international response to climate change has focused primarily on greenhouse gas reductions. However, climate change issues are closely linked to various areas of human activity such as climate security, climate inequality, climate human rights, climate diplomacy, and climate refugees. Climate change also has a profound impact on human basic life. With this expanded awareness about these issues, Recently, climate change and global warming are recognized as a human rights issue. Climate change is now recognized as a human rights issue, not just an environmental issue. In the future, discussions on the relationship between climate change and human rights will be more intense and frequent on the international level. Climate change is a serious threat to the basic human life, that is, the conditions in which humans can live. However, why is there a lack of discussion about climate change and human rights in this regard? In the meantime, the issue of climate change has mainly been discussed in the scientific community and has been addressed in terms of its ecological, environmental and economic aspects. Despite the fact that climate change is closely related to human rights, the focus of laws and policies related to climate change has been on economic and conventional aspects, centered on environmental aspects rather than human rights. This article examines the relationship between climate change and human rights. First, I examine climate inequalities caused by climate change vulnerability. Second, I will explore the development of the discussion on the linkage between climate change and human rights, focusing on the discussion at the UN Human Rights Council. In addition, I review the General Comment on the International Covenant on Economic, Social and Cultural Rights(ICESCR), which is closely related to climate human rights, particularly the human rights threatened by climate change.
