본 연구는 군(軍)정책 이슈에 대한 생애주기 탐색 분석을 진행하여 갈등 단계를 분석한 논문이다. 갈등의 단계 및 이슈(Issue)의 생애주기 분석은 다양한 학자들에 의해서 연구되었다. 이러한 연구들을 기반으로 한국 내 군 관련 정책에서 다양한 갈등을 유발할 수 있는 군 시설 이전, 군사 시설 배치 등에 관한 생애주기 연구를 진행하였다. 생애주기를 연구하기 위한 방법으로 운형함수를 사용하며, 군 정책 이슈는 언론 보도가 많은 대표적인 4개 사례(사드배치, 제주 해군기지, 군 공항, 주한 미군기지)로 선정하였다. 해당 4개 사례에 대한 운형함수 그래프를 도출하고, 이 그래프를 표준화하기 위해 그래프의 봉우리를 기준으로 단봉(單)과 쌍봉(雙峯) 및 다봉(多峯)으로 분류하고, 발생과 소멸을 분석한 결과생애주기에서 비슷한 특성을 가진 모양을 발견하였다. 4개 사례 중 3가지 사례가 지발(遲發) -급사(急死) 형태로 보였으며, 이 외 1가지의 사례가 급발(遲發) - 지사(遲死)형태였다. 이는 정부의 결정 후 갈등의 이해당사자가 증가하며 정책 이슈가 변화하는 경향이 있음을 보여주었으며, 정부의 군 관련 정책을 시행함에 있어서 시의적절하고 숙의적인 정책고려가 갈등을 완화할 수 있음을 시사하고 있다.

This study investigates policy issue life cycle by identifying triggers of military-related conflicts in Korea. By using the spline function method, the paper analyze the life cycle patterns of the four conflict-laden military location policy case, THAAD, Jeju naval base, military airport and USFK base. The authors identified similar life cycle patterns. Of the four cases, three showed the late birth - sudden death pattern, and one sudden birth - late death. The results suggest that the size of stakeholders increases and the characteristics of policy issues tend to change after the governmental decision stage. The findings imply that the participatory decision making could molify the intensity of conflicts and timely managerial intervention is important in minimizing the spiral effect of the conflict.
