본 연구는 사회자본과 정책인지도가 주민참여 의사에 미치는 영향력을 분석하고, 특히 정책인지도가 사회자본과 주민참여 의사 간의 관계에서 매개효과를 갖는지 검증하는데 목적이 있다. 이를 위해 서울시의 ‘찾아가는 동주민센터’ 사업을 정책대상으로 설정하였으며, 서울특별시와 서울연구원이 실시한 ‘서울복지실태조사’ 2015년 자료를 활용하였다. 연구 결과, 첫째, 찾아가는 동주민센터 사업(이하 ‘찾동 사업’) 인지도는 사회자본과 주민참여 의사 간의 관계에서 매개변수로서 역할을 하고 있었다. 둘째, 사회자본 수준이 높을수록 주민참여 의사가 높아지는 것으로 나타났다. 셋째, 찾동 사업 인지도가 높을수록 주민참여 의사에 긍정적인 영향을 미치는 것으로 나타났다. 넷째, 사회자본 수준이 높을수록 찾동 사업에 대한 인지도가 높아지는 것으로 나타났다. 이러한 분석결과를 통해 본 연구는 주민들의 참여를 이끌어 내기 위해서 주민들의 사회자본 수준과 정책·사업에 대한 인지도를 높여야 한다는 정책적 시사점을 제공한다.

This study examines the effect of social capital and policy literacy on willingness to participate in community development activities by analyzing the 2015 Seoul Welfare Status Survey. We employ policy literacy as a mediating variable between social capital and the willingness to participate in community development activities. The empirical analysis shows that policy literacy has a partial mediating effect. We also find that there is a positive direct relationship between social capital and the willingness to participate in community development activities and between policy literacy and the willingness to participate in community development activities. These results suggest that both social capital and policy literacy play a critical role for improving public participation.
