이 연구의 목적은 저출산·고령화 현상을 2015 개정 중학교 사회 교과서에는 어떻게 다루고 있는지를 검토하고 대안을 제안하기 위함이다. 7개의 일반적 분석준거와 4개의 내용 주제 분석준거를 사용하여 16개 중학교 사회 교과서를 분석한 결과는 다음과 같다. 첫째, 대부분 성취기준, 성취기준 해설 등에 적합하게 기술되었지만 일부는 부정확한 표현들이 발견되었다. 둘째, 사실 위주의 다양한 자료를 제시하였지만 가치의 문제, 정책의 문제 등을 탐구하기에는 부족한 모습을 보였다. 셋째, 일부 저출산·고령화 관념 개념이 정확하게 드러나지 않았으며 관련 개념들이 혼재되어 사용되었다. 넷째, 모든 교과서가 저출산·고령화의 부정적인 측면을 언급하는 한편, 긍정적인 측면은 언급하지 않았다. 다섯째, 저출산·고령화의 대응 방안으로 경제적, 사회적, 정책적 측면을 다루었고 교육적으로는 다루는 경우가 거의 없었다. 이상의 연구 결과를 바탕으로 몇 가지 제언을 하면 다음과 같다. 첫째, 더 많은 지면의 활용과 탐구활동의 기회가 주어져야 한다. 둘째, 고령화 사회를 대비한 생애설계 또는 진로교육의 측면이 강화되어야 한다. 셋째, 저출산·고령화에 대한 개인윤리와 사회윤리적 접근이 필요하다. 넷째, 같은 사회 문제라 하더라도 저출산·고령화는 장기적 문제이므로 좀 더 종합적이고, 거시적이고, 장기적인 관점에서 다루어져야 한다.
This study attempts to analyze the textual contents of the low fertility and ageing trends in Korea which are contextualized through Korean middle school social-studies textbooks and to suggest alternative directions. The following findings are the summaries of the study. First, the textbooks adopted in 16 middle schools based on revised 2015 curriculums properly inscribed the learning objectives and outcomes, though there were several explanations that were falsely represented. Second, textual contents presented factual information appropriately, however, they lack critical assessments based on value and policy applicability standpoints. Third, some of the explanations of low fertility and ageing have been subjectively described and terminologies were interchangeably used which are inappropriate. Forth, while all textbooks mentioned the negative consequences of low fertility and ageing, none mentioned otherwise. Fifth, suggestive solutions as counter measurements were identified in social, societal, and policy contexts, however, educational perspectives were mostly ignored. Based on these findings, we suggest the following recommendations for policymakers and educators. First, textbooks should include more practical contents that are revelatory and exploratory in nature. Second, there should be more emphasis on preparing the current generations to be equipped to handle the direct impacts of low fertility and ageing phenomenon through fostering proper life and career planning skills. Third, textbook authors should be more conscious about respecting ethical standards of individuals and society. Fourth, contents should be written more comprehensively by taking macro and long-term perspectives accounting for the longitudinal nature of the low fertility and ageing.
