The main purpose of the study is to investigate effects of the Capital Region Regulation Policy on regional inequalities within the Capital Region in Korea. For the purpose Capital Region is divided into three areas, Density control Area, Growth Management Area, Nature Conservation Area. And Gini Decomposition Method is used based on the data of 1999-2015 the Korean Labor Statistic and Income Panel Survey(KLIPS) Statistic. Some interesting results are derived from this study: First, the Gini Coefficient of Density control Area is relatively higher than other areas. In addition intra-regional inequalities become unstable as time goes on. This implies that the intra-regional inequalities have an effect on the whole of inequalities more than inter-regional inequalities.
