목적：이 연구는 북한이탈주민 언어적응 교육과정 설계를 위한 전문가 관점의 상황분석 자료를 제공하는 것을 목적으로 한다. 방법：이를 위해 북한이 탈주민 생활전문가 5인, 기관전문가 5인, 교육전문가 5인을 대상으로 1, 2차델파이 조사를 시행하였다. 결과：조사 결과 전문가들은 발음과 억양, 어휘뿐만 아니라 문화교육을 중요하게 생각하였으며 어느 기관에서 교육하는가보다는 어디에 있는지, 교육 기관의 접근성을 최우선으로 고려하였다. 교육기간은 주 1회 2시간, 3개월에서 6개월이 적당하다 보았고, 교육 형태는 현장실습을 병행한 집합교육이 바람직하나 바우처 카드 등을 활용한 방문교육도 효과적이라 하였다. 끝으로 북한이탈주민 언어교사의 최우선 자질로 남북 문화 차이에 대한 이해를 꼽았다. 기관별로 공통적인 의견을 밝힌 영역도 있었으나 이견을 보인 곳도 있었다. 따라서 민·관·학 전문가들의 균형 잡힌 관점과 종합적인 의견을 고려한 지원이 이루어져야겠다. 결론：그러나 15인의 전문가 의견을 일반화하기 어렵다는 점과 정착 초기 전입자에게만 초점을 맞춘 점은 본 연구의 한계로 남으며 후속 연구를 통해 보완되어야 할 것이다.

Purpose：This study aims to provide expert-viewed situation analysis in order to design linguistic accomodation curriculum for North Korean refugees. Methods：To this end, the first and second Delphi survey was conducted on the experts in three different areas：5 in private, 5 in public, and 5 in pedagogic. Results：The survey found that experts considered cultural education as important as pronunciation, intonation and vocabulary, and that accessibility is more important than what institutions were taught. The education period is suitable for two hours a week, three months to six months, and the form of education is desirable for collective education with field practice, but visiting education using voucher cards is also effective. Finally, the understanding of cultural differences between South and North Korea is considered as the most significant quality of language teachers for North Korean refugees. There are common opinions between the three areas, but there are also different opinions. Therefore, the balanced views and comprehensive opinions from private, public and pedagogical experts are needed. Conclusion：But the difficulty of generalizing the 15 experts opinions and the focus on only the refugees in the early stage of settlement remain as the limitations of this study. It is expected to be supplemented by further research.
