그동안 인문지리학에서 북극지역에 대한 관심이 부족하였고, 특히 북극지역 주민의 이주에 대한 연구는 많이 부족하였다. 본 연구는 캐나다 누나부트의 이누이트를 사례로, 인구 변화의 특성과 이주의 발생학적 요인, 그리고 도시로 이주한 이누이트의 주변부 삶과 공동체 정치의 특성을 살펴보았다. 본 연구의 결과는 다음과 같다. 첫째, 누나부트에서 타 지역으로 이누이트 이주는 급격하게 나타나지 않고 있으며, 이주의 요인은 단순히 기후변화에 의한 것이 아니라, 모빌리티의 증가, 물가, 주택, 교육, 의료 등의 문제가 복합적으로 작용한 결과로 보여진다. 둘째, 유소년 인구 비율이 높은 누나부트에서 사회적, 경제적 발전 수준이 개선되지 않는다면, 향후 전출하는 이주의 규모는 커질 것으로 보인다. 셋째, 이누이트는 도시문화의 적응 수준이 낮고 공동체 삶을 지향하기에, 주류사회와의 거주지 분리가 지속될 가능성이 있다. 넷째, 주류사회로부터의 주변화를 극복하고, 로컬에 이누이트의 문화를 뿌리내리는 실천은 공동체 정치를 통해 가능하다고 판단된다.

Until recently human geography has neglected on the interests of the arctic area, especially migration study paid little attention in the life of people in the arctic area. This research attempted to reveal the characteristics of population change and the generative causing factors of migration, and to investigate the peripheral lives of Inuit and the characteristic of community politics. The results of the study are as follows. First, Inuit migration into other regions of Canada is not occurred in fast, and the reasons for migration is not just from climate change, but also is related to the increase of mobility and the problems of expenses, housing, education and medicine. Second, with the high fertility rate of Inuit youth population, if the standard of social and economic development is not further improved, the size of out-migration of Nunavut will be increased. Third, with the low level of adaptation into the urban culture and the intention into community life, Inuit will sustain the segregation of resident from the mainstream society. Four, in order to overcome the marginalization from the mainstream society, the Inuit has activated the politics of community, embedding its culture into the local.
