인천항은 서해안 지역의 전략적 요충지에 위치한 항만으로, 서울로 진입하는 관문항이자 서해안 제일의 무역항이다. 또한 인천항은 동북아시아 및 북한과 연계될 수 있는 중심 항만으로서 네트워크 중심지 전략의 중심에 있어, 다국적 기업 및 국제무역항으로서 기대를 모을 수 있는 항만이다. 이러한 인천항이 함부르크항의 ‘하펜시티 프로젝트’를 롤모델로 삼아 ‘인천항 종합발전계획 2030 프로젝트’를 발표하였다. 이 프로젝트는 항만별 기능재정립, 해양관광벨트 핵심 건설사업, 항만배후단지 조성, 그리고 저탄소·친환경 항만구축 등을 내용으로 한다. 이에 본 연구는 이들 프로젝트를 자세히 설명하고 소개함으로써, 이러한 내용을 기저로 하여 국제무역항으로서 인천항의 미래발전방안을 제시하였다. 즉, 이 프로젝트를 통해 인천항은 첫째, 단순한 생산과 유통기능을 넘어 관광과 환경정책이 어우러진 기능을 수행하는 공간으로서, 둘째, 개발 및 정책관리, 그리고 실천에 있어서도 시와 주민이 함께 적극적으로 참여하는 공간으로서, 마지막으로 지속가능한 발전을 통해 국제무역항의 공간으로서 나아가야 함을 주장하였다.

The Incheon Port is a harbor situated at a strategic position in the West Sea area. It is a gateway to Seoul and the most important trade port in the western coastal region. As a hub port linking Northeast Asia and North Korea, it is expected to grow into an international trade port for multinational corporations in a network hub strategy. Under these circumstances, the Incheon Port Authority announced ‘Master Plan 2030 of the Incheon Port’, taking ‘HafenCity Project of the Port of Hamburg’ as a role model. This new project includes redefinition of port functions, marine tourism cluster construction project, construction of port hinterlands and development of a low-carbon and environment-friendly port. Therefore, this study reviews the project in detail and proposes a future development plan for the Incheon Port as an international trade port. In sum, first, the Incheon Port should be a place in which tourism and environment policies are implemented in harmony, not just a hub of production and distribution. Second, both municipal government and citizens should actively participate in development, policy management and implementation. Finally, sustainable development would improve the Incheon Port as international trade port.
