일본 지방 중소도시의 중심시가지에서는 빈집이나 빈집터와 같은 유휴·방치부동산이 발생하는 단계를 지나 저이용 및 미이용 토지가 증가하면서 도심부의 공동화 현상이 심화되는 경향을 보이고 있다. 본 연구는 가가와현(香川縣) 다카마쓰시(高松市)를 사례로 중심시가지에서 코인주차장을 비롯한 유료주차장이 무분별하게 확산하는 현상에 대해서 현지조사를 통해 그 실태를 조사하였다. 도시기능의 이심화, 세금 부담, 자산운용 방식 변화, 심리행태적 요인 등이 유료주차장의 증가 원인으로 분석되었다. 주차장 확산으로 인해 중심시가지의 활력이 저하되고 주거환경이 악화되는 문제가 발생하고 있다.

The increase of low and unused land is intensifying the doughnut phenomenon in city centers of small and medium-sized cities in Japan. These cities have already passed the phase of having vacant or abandoned properties including vacant houses and lots. Multiple on-site surveys were conducted to investigate the proliferation of commercial parking lots, including coin parking lots, in the city center of Takamatsu City, Kagawa Prefecture. The analysis found that deconcentration of urban functions, tax burden, change of asset management, and psychological behavior factor caused the proliferation of commercial parking lots, which has resulted in the deterioration of vitality and the residential environment in the city center.
