인구감소로 인한 시설 및 서비스 질 저하와 지역 환경의 악화는 다시 인구유출을 야기할 수 있으므로, 도시계획적 측면에서도 인구감소에 대한 대응이 필요하다. 인구감소지역은 인구감소에 의한 세수감소로 효율적인 재정운영이 더욱 중요하다. 본 연구는 인구감소지역을 대상으로 연령별 인구변화를 정태·동태 현상에서 종합적으로 분석하고, 인구변화 유형별 문제점과 대응정책을 분석하는데 목적이 있다. 군집분석을 통해 인구감소지역을 유형화하고, 실제 사례조사를 통해 대응정책을 분석함으로써 상황이 비슷한 다른 지역의 정책 수립에 방향을 제시하는데 궁극적인 목적을 가진다. 유형화 결과, 5개 유형으로 분류되었고, 인구감소지역에서도 연령별 변화가 상당히 이질적으로 나타남을 보여준다. 유형별 사례지역을 선정하여 인구변화에 수반되어 나타나는 문제점을 분석하였고, 지역의 실태 및 대응에 대한 직접적인 이해를 얻고자 현장조사를 수행하였다. 본 연구는 지자체별 객관적인 분석을 바탕으로 인구변화의 특성을 보다 정확하게 파악하여 인구 대응정책에 반영하고, 예산, 조례, 관련 사업 등에 대한 재검토를 통해 대응방안 마련이 필요하다는 정책적 시사점을 제시하였다.
Abandoned facility, service quality degradation and regional environment deterioration due to population decrease, which may bring negative influence on population outflow, require active response in the aspect of urban planning. In population declining regions, the efficient financial administration is more important because of the declining tax revenue which is the result of population decrease. The purpose of this study is to comprehensively analyze the demographic changes in the static and dynamic phenomena and to analyze the problems and the response policies by the demographic change types. The ultimate purpose of this study is to provide a direction for the policies of the other regions with similar situation by analyzing demographic changes through a cluster analysis and the response policy through the case study. As a result of the cluster analysis, the regions are classified into five types and the change by age is quite different in regions with declining population. Based on the classification, this study selected three case regions and analyzed the conditions of problems that entail population change. This research conducted on-site surveys to gain direct understanding of the regions’ conditions and measures. This study suggests the policy implication that it needs to more precisely identify the characteristics of demographic changes based on objective analyses by local governments, reflect on population response policies and prepare countermeasures through reviews of budget, ordinance and related projects.
