대한민국을 살아가는 개인들의 행복 수준은 낮고 불안정 수준은 높다. 이러한 현상의 이면에는 노동시장의 이중화와 안정을 향한 치열한 경쟁과 이로 인해 파생된 다양한 문제들이 복잡하게 얽혀져 있다. 이 난제를 해결하기 위해서 다양한 해법들이 제시되었지만, 본 연구에서는 정치구조나 경제구조 변화로부터가 아닌 개인으로부터 출발한 해법의 가능성을 제안한다. 즉, 개인의 불안정성과 이로 인한 개인의 실질적 자유의 부재를 문제의 근본적 원인으로 진단하며, 이를 해소하기 위한 개혁 방향의 원칙으로 자유안정성 원리를 제시하고자 한다. 고용이나 가족 등 기존 안정의 도구들이 그 효과성을 잃어가고 있는 현 상황에서 안정을 제공하는 새로운 주체가 국가가 되어야 함을 주장하였다. 개인에게 주어지는 국가로부터의 조건 없는 안정부여는 삶의 주체성과 실질적 자유를 높을 수 있을 것으로 기대한다. 이어서 실질적 자유를 제공할 수 있는 기존의 대안들과 새로운 대안으로서 기본소득을 비판적으로 검토하였다. 기본소득이 왜 새로운 대안으로서 유효한지 그리고 어떻게 현실에 적용될 수 있을지에 대한 논의를 진행하였다. 마지막으로 기본소득의 도입 가능성을 타진하고 그 효과성을 검토하기 위해 청년 기본소득 실험을 제안하였다. 청년에게 자유안정성을 제공하면서 청년의 행복과 복지수준을 높임과 동시에 우리 사회의 경제적 및 사회적 지속가능성을 높일 수 있음을 제시하였다.

The level of happiness is low whereas the level of insecurity is high in South Korea. Behind the scene, there is a complicated but tightly interwoven socio-economic structure where individuals have to fiercely compete in the dualized labor market to obtain security. While much has been proposed to untangle the knots, less attention has been paid to a solution directly concerning individuals’ insecurity. Instead of macro-economic or political solutions, this research introduced the principle of freecurity, combination of freedom and security. In particular, as employment and family are rapidly losing their function of providing security, this study argues that the state should be a new entity guaranteeing individuals’ security universally and unconditionally, to enable individuals to independently pursue self-realization. This study also discussed the possibility of basic income as a tool for realizing freecurity in society. Instead of introducing a full basic income in the near future, it proposed a youth basic income experiment for investigating the effectiveness and feasibility of basic income. A youth basic income could enhance the level of welfare and happiness for young people, which subsequently increases the economic and social sustainability of Korean society.
