이 연구는 제주 녹지국제병원의 개원허가를 둘러싸고 실시된 공론조사의 사례를 대상으로 공론의제의 성격이 정책결정과정에 어떠한 영향을 미치는지를 분석하고자 하였다. 이를 통해 최근 확산되고 있는 정책결정과정에서의 공론화 활용의 한계점을 도출하고자 하였다. 제주 사례의 분석 결과 다음의 함의를 도출할 수 있었다, 첫째 공론의제의 명료성 차원이다. 공론의제의 쟁점이 명확하지 않으면 그만큼 결정과정으로서의 공론화의 의의가 퇴색되면서 내용적 합리성을 확보하기가 어려워진다. 둘째 공론의제의 숙의가능성 차원이다. 공론 참여대상자만이 아니라 공론조사 전후로 하는 그 시점에서 충분하고 공정한 정보가 제공되는 것이 필요하다. 셋째 공론의제의 포괄성의 차원이다. 공론화의 결과가 가져올 당사자들의 손익구조에 지나친 낙차가 발생할 경우, 논의구조가 지닌 포괄성이 결핍되면서 공론화의 수용성을 제한할 수 있다. 결론적으로 명료성, 숙의가능성, 포괄성 등이 확보되지 않는 의제의 성격이나 시점에서의 공론화는 오히려 공론화 자체의 의미를 퇴색시킬 수 있다. 따라서 향후 공론화를 활용한 정책결정을 하고자 할 때는 사전에 공론의제의 성격이 고려한 의제 선정 과정이 필요하다는 것을 보여 주었다.

The objective of this study was to analyze how the nature of the agenda in the deliberative poll affects the decision making process in case of Jeju Greenland International Hospital and to draw out the limitations of the use of deliberative poll in the policy making process that has been spreading lately. As a result of the analysis of Jeju case, the following implications were derived. 1. With unclear issues of deliberative poll, it is difficult to secure the rationality of contents as the significance of deliberative poll as a decision process is diminished. 2. It is necessary that sufficient and fair information be provided at the point in time before and after deliberative poll. 3. According to the result of the public debate, in case of excessive fall in the profit and loss to the actors, the inclusiveness of the discussion structure will be lacking, therefore hindering the acceptance of the participants. In conclusion, deliberative poll agenda that does not have issue clearness, possibility of deliberation, and inclusiveness in its nature can rather discourage the meaning of the deliberative poll itself.
