신고리 5·6호기 공론화는 공공정책 갈등을 숙의 민주주의 논리로 해결하려고 했던 실험이자 시범사례로 논의되고 있다. 신고리 공론화 이후에 정책과정에서 공론화 논의와 적용사례가 증가하는 점에 주목하여, 본 연구는 32편의 공론화 연구 및 21편의 신고리 공론화 사례 연구의 경향 및 방법론적 특성을 질적 메타분석을 통해 탐색하였다. 분석결과, 신고리 공론화 사례연구는 2018년에 집중적으로 출간되었고 신고리 공론화를 전후로 공론화 연구도 급증하였다. 공론화 연구와 신고리 공론화 사례연구의 경향 상 공통점은 첫째, 대학교수 직책의 연구자가 단독으로 수행한 연구가 더 많았고 둘째, 행정학과 정책학 분야보다 여타 사회·자연과학을 포함한 다학제적 연구가 더 많이 산출되었으며 셋째, 연구목적은 주로 사례분석에 초점이 맞춰져 있었고 넷째, 2차 자료를 바탕으로 문헌연구 및 단일사례 연구방법론을 사용한 질적 연구에 치중되어 있었다. 차이점은 핵심 연구주제 측면에서 공론화 연구는 공론화의 방식 및 과정을, 신고리 공론화 사례연구는 공론화의 영향요인 및 성공요인을 주로 분석하였고, 연구의 어조 측면에서 신고리 공론화 사례연구들이 공론화를 좀 더 긍정적으로 평가하는 경향을 나타냈다. 이러한 연구결과는 공론화 논의·설계에서 고려해야 할 주요 쟁점과 바람직한 공론화 결과 도출에 관한 정책적·실무적 시사점을 제공해주고, 후속연구의 방향을 제시함으로써 숙의적 공론화 연구의 외연 확장에도 기여할 것이다

Shin-Gori No. 5 & 6 public deliberation holds great significance as an exemplary case of conflict resolution through participatory policy-making and deliberative democracy. This study examined the trends in both studies of public deliberation and case studies of Shin-Gori public deliberation. The analysis results showed that studies of public deliberation publications tend to increase right before and after 2018 when studies of Shin-Gori public deliberation were intensively published. Common features in the studies of public deliberation and Shin-Gori public deliberation were identified as follows: 1) most studies were conducted by a single author with the title of Professor., 2) Most studies took a multi and interdisciplinary approach, not limited to the field of public administration and policy., 3) The main objective of most these studies was to analyze the cases of public deliberation., 4) The proportion of qualitative studies using literature review and single-case study based on secondary data was overwhelmingly high in contrast with few studies using quantitative or mixed methods. Differences in two fields of studies lie in key research theme and research tone. Namely, studies of public deliberation focused on processes and methods of public deliberation while studies of Shin-Gori public deliberation chiefly dealt with factors influencing public deliberation. Also, studies of Shin-Gori public deliberation made far more positive assessment of public deliberation than studies of public deliberation in general. These findings provide practical and policy implications for desirable deliberative process and future directions which lead to expand the scope of public deliberation research.
