본 연구는 경기도 특수교육정책에 대한 특수교육 서비스 제공자인 특수교사와 특수교육 서비스 수혜자로서 학부모의 인식 및 의견을 분석하여 향후 특수교육정책이 지향해야 하는 방향성에 대해 제시하고자 하는데 그 목적이 있다. 이를 위해 경기도에서 시행 중인 특수교육 정책 중 진단배치, 특수교육 교육과정, 개별화교육계획, 통합교육, 방과후학교, 진로·직업교육, 긍정적 행동지원 운영, 전문적학습공동체를 중심으로 총 365명의 특수교사와 총 233명의 학부모의 의견을 분석하고 종합하여 연구결과를 도출하였다. 우선 특수교육정책을 분석한 후, 주요 정책에 대한 인식 및 필요성, 적절성 및 효과성 등을 묻는 문항을 개발하였고, 이를 온라인 설문 도구를 통해 설문 응답을 수합하였다. 연구결과를 바탕으로 향후 교육 현장의 주체인 교사와 학부모의 요구를 반영할 수 있는 특수교육정책 수립의 필요성을 제시하여 특수 교육대상학생을 위한 교육의 질 향상을 위한 정책적 기반에 대해 논의하였다.

The purpose of this study is to analyze special education teachers' and parents' perception regarding the special education policies of the Ministry of Education. For this purpose, the 2017 Gyeonggi special education policy guidelines, such as educational appropriateness and necessity of perreferal intervention, improvement of the operation of special education curriculum, operation of individualized education plan, inclusion, after school, and career and vocational education documents were reviewed. After analyzing the Gyeonggi special education policy guidelines, questionnaire about the perception, necessity, appropriateness, and effectiveness of major policies was developed. A total of 365 special education teachers and 233 parents' responses through online questionnaire were analyzed and synthesized. Based on the results of the study, the necessity of establishing special education policy that reflects the needs of special education teachers and parents was founded and the policy implications for securing the quality of education for the students who need special education were discussed.
