본 연구는 본래 사회적 가치 창출을 위해 설립된 사회적 기업들이 경제적 가치 추구 과정에서 기업의 운영 목적의 변화가 나타나는지를 실증적으로 분석하였다. 선한 사회적 기업가가 사회적 가치와 더불어 조직의 지속가능성을 높이기 위해 경제적 가치를 추구할때, 현실 경제의 논리 속에서 본래의 조직 목표가 변하게 되는지를 살펴보고, 그 원인을 규명하는 것이다. 즉, 사회적 기업의 사회문제 해결이라는 본연의 목적과 달리 실제 운영에 있어 이익추구에 방점을 두는 조직 목표 변화의 영향요인을 사회적가치연구원의 사회적가치서베이 자료를 활용하였다. 분석결과, 사회적 기업 스스로 사회적 기업에 대한 기대와 역할을 긍정적으로 평가할 때 사회문제 해결에 방점을 두고 있음에도 불구하고, 향후 수익창출에 대한 목표가 크다는 것이 명확하게 나타났다. 흥미로운 점은 정부지원금수혜기간은 초기 5년까지 정부지원금은 사회적 기업의 생존을 위한 수익창출에 집중되나, 5년을 넘어설 경우 사회문제 해결을 강조하는 방향으로 운영목표를 수정해나간다는 사실이다. 즉, 사회적 기업의 사회문제 해결 역할 확대와 선순환 구조의 구축을 위해서는 정부의 지원이 보다 장기적인 계획하에서 다양하게 이루어져야한다는 것을 의미한다. 본 연구는 사회적 기업이 지닌 특수성으로서 사회적 가치와 경제적 가치의 동시 추구를 실증 분석의 대상으로 삼았다는 점과 사회적 기업의 목표 변화를 분석하였다는 점에서 기존 연구와는 차별화된다. 또한 사회적 기업의 사회문제 해결 역할을 확대하고 선순환 구조를 구축하기 위해서는 정부의 지원이 장기적으로 다양하게 이루어져야한다는 정책적 함의를 도출하였다.
This study is an empirical analysis on whether the organizational goal of social enterprises originally established to create social value changes in the process of pursuing economic value. It aims to examine if the original organizational goal changes when the leader of the organization, a good social entrepreneur, seeks economic profit in order to increase the sustainability of the organization as well as its social value. In other words, the study takes the factors that influence the change in the organizational goal, which is to solve social problems as a social enterprise, as the basis for the social value survey conducted by the social value researchers. The survey results suggest that the government subsidy is mainly concentrated on generating profits for the survival of the social enterprise during the first five years. But when the subsidy period exceeds five years, it is suggested that the government subsidy has positive influence on the enterprise’s reaching its goal. That implies the government program should be offered under long-term plans in order to increase the social problem-solving role of social enterprises as well as to establish the virtuous cycle structure. This study differs from the previous studies in that it takes the simultaneous pursuit of social value and economic value as the subject of the empirical analysis and that it analyzes the change in the organizational goal of social enterprises. In conclusion, this study suggests that government support should be diversified over the long term in order to expand the role of social enterprises in solving social problems and to build a virtuous cycle structure.
