근래에 국내에는 정부의 문화예술지원정책에 따라 지방자치단체(이하 지자체)의 지역문화재단 설립이 급증하고 있다. 그러나 그 중에는 한 광역지역 내에 많은 기초문화재단이 있는 곳도 있는가 하면, 그 역할 및 업무가 중첩되는 등, 광역과 기초문화재단들 사이의 협력체계가 갖추어지지 못한 사례가 빈번함은 물론, 각각의 역할과 운영의 방향성에 관한 논의와 제도적 준비가 미흡한 실정이다. 본고는 국내에서 이러한 지역문화재단의 설립을 촉진시켰던 근거가 되었던 ‘문화민주주의(Cultural Democracy)’ 정책의 개요와 실천과제 및 전환과정에 대해 검토하고, 그에 따른 지역문화재단의 기능과 역할 및 현황을 살핀 후에, 그 이해를 기반으로 지역문화재단의 효율적인 운영 방안을 제시하고자 한다. 구체적인 사례로는 서울문화재단의 인력 및 예산 구조를 중심으로 운영현황 및 실태를 분석함으로써, 지역문화재단의 한계를 점검하고 개선방안을 도출하고자 하였다. 그 결과 광역과 기초문화재단 사이의 효율적인 역할에 대한 재구분이 가장 중요한 과제이며, 이에 필요한 개선방향으로서 첫째, 문화재단이 민간 기업 등으로부터 후원을 이끌어내어 재원을 조성할 수 있도록 하는 조례 제정과 관련 법제 정비 및 지역문화정책의 수행과정 전반에서 지역의 전문 인력들이 주체적으로 참여할 수 있는 참여 규정을 수정, 보완할 필요가 있으며, 둘째, 지역의 문화적 환경에 적합한 지역 전문 인력을 양성할 방안 등을 마련하여야 하고, 마지막으로, 광역문화재단은 중앙정부의 문화정책을 받아들여 문화자원과 문화 환경에 따라 지역에 맞는 문화정책을 보완하고 수정하여 지역문화정책을 수립하는 역할을 맡을 수 있도록 제도적 기반을 제공하고, 기초문화재단은 그 지역의 문화자원을 발굴하고, 문화 환경에 대한 연구를 통해 지역문화사업에 전념하도록 그 정체성과 미션을 규정할 필요가 있음을 제언하였다.
In recent years, the establishment of local cultural foundations by local governments has been rapidly increasing in Korea in accordance with the government's policy of supporting culture support policy. However, it should be pointed out that discussions and institutional arrangements regarding the direction of each of the basic cultural organizations’ roles and operations are insufficient; including the uncontrolled increment of the number of the foundations and the overlapping roles. The paper intends to review the outline, implementation tasks and conversion process of the 'Cultural Democracy' policy that promoted the establishment of such a regional cultural foundation in Korea, and to examine the functions, roles and status of the local cultural foundation, and suggest efficient operation of the local cultural foundation based on its understanding. In a specific case, the government tried to examine the limitations of local cultural foundations and draw up measures to improve them by analyzing their operational status and status based on the personnel and budget structure of the Seoul Foundation for Arts and Culture. As a result, the most important task is to reallocate the efficient role between the metropolitan area and the foundation of basic culture, and first, the establishment of an ordinance that allows the cultural heritage group to raise funds by drawing support from private companies, readjusting related laws and implementing local cultural policies, and revising and supplementing the participation regulations that allow local professionals to participate in the overall process of implementing local cultural policies, and other measures that are suitable for the local cultural environment. Providing a basis for the bandit, the Foundation for Basic Culture suggested the need to define its identity and mission so as to discover cultural resources in the area and concentrate on local cultural projects through research into the cultural environment.
