한국 사회는 급격한 변화를 겪었으며, 앞으로 변화를 경험할 것으로 예측된다. 이러한 변화에 대비하여 현 정부는 복지국가의 완성을 언급하였다. 인간의 삶에 개입하는 사회복지가 보편적인 제도인 복지국가로 확장되기 위해서는 제도를 정당화할 수 있는 보편적인 규범 기준이 필요하며, 이 규범적 기준은 현재뿐만 아니라 미래의 가치까지 내포하고 있어야 한다. 이를 위해서는 사회복지철학적 접근과 논의는 필수적임에도 불구하고 한국사회에서 이러한 접근과 논의는 아직까지 미흡하다. 철학적 연구의 분류에는 전통적으로 의무론적 정의론과 목적론적 정의론이 존재하며, 롤스와 샌델은 두 분류로써 한국 사회에 가장 잘 알려진 학자이다. 두 학자는 현대 사회의 주류 철학인 공리주의의 대안으로써 사회복지제도를 자신의 이론에 언급했다는 공통점에서 사회복지적 측면에서 함의를 가진다. 그러면서도 개인과 사회에 대한 전제와 개입의 정당화, 이론의 한계에서 분명히 구분된다는 점에서 이 두 이론을 살펴보는 것은 한국 사회의 현재 상황에서 복지국가를 지향하기 위해서는 어떤 사회복지이론이 적절한가를 보여줄 수 있을 것이다. 세대, 지역 갈등 등 다양한 갈등을 경험하고 있는 한국 사회에서 복지국가를 완성하기 위해서는 서로 다른 판단기준을 가진 구성원이 사회적 합의를 이룰 수 있는 보편적인 규범적 기반이 필요할 것으로 보인다. 동시에, 이러한 추상적인 철학이론을 사회복지제도에 적용하기 위해서는 더 많은 논의가 진행되어야 할 것이다.
Korean society was changed rapidly and is expected to experience chabges in the future. In preparation for this change, the government referred to completion of Welfare state. In order for social welfare intervening in human life to expand into a welfare state, a universal system, universal norms that can justify the system are required, and these normative standards should include not only the present but also future values. For this, social welfare philosophical approach and discussion are essential. Nevertheless, in Korean society, it is still insufficient. Traditionally, there are deontological justice and teleological justice in the classification of philosophical studies, Rawls. J. and Sandel. M are the best known scholars in Korean society. Both scholars have implications in social welfare in common that they refer to the social welfare system as alternative to utilitarian norms. In addition, the two theories clearly distinguish between the premise of individual and society, the justification of intervention, and the limit of the theory, which will show how a philosophical basis is appropriate for Korean society. In order to complete the welfare state in the Korean society, which is experiencing various conflicts such as generation and local conflict, it seems that a universal normative basis is needed for members of society to achieve social consensus.
