본 연구의 목적은 2019년 중앙행정기관 외국인정책시행계획의 204개 과제를 대상으로 가치 지향성을 분석하는 것이다. 본 연구에서는 외국인정책시행계획에서 제시하고 있는 중앙행정기관이 실시하고 있는 과제를 대상으로 전문가 설문조사를 실시한 후 동화주의적 요소와 민주적 문화다원주의적 요소 점수를 도출하여 대립, 억압, 무관심, 정의(justice)의 4가지 유형으로 구분하였다. 본 연구는 이러한 분석을 통해 2019년 현재 한국의 외국인정책사업이 전체 기관, 각 기관별, 유형별로 어떤 가치 및 철학을 담고 있는지 확인할 수 있으며, 나아가 이후 정책 및 사업을 수립 및 시행하는 데 있어 도움이 될 수 있을 것으로 기대한다. 분석결과를 종합하면 3사분면 즉, 동화주의적 요소와 민주적 문화다원주의적 요소 모두 포함되어 있지 않거나 낮은 경우인 무관심 모형에 대다수의 과제가 위치해 있으면서 일부 과제가 다른 사분면에 위치하는 형태를 취하고 있다. 이러한 분석결과는 부처별 분석결과와 목표유형별 분석결과에서도 큰 차이가 있지는 않은 것으로 나타났다. 이러한 분석결과를 통해 외국인 정책이 바람직한 방향으로 나아가기 위해서는 분명한 가치지향성을 가지고 외국인정책 프로그램 설계가 이루어져야 함을 확인할 수 있다.
The purpose of this study is to analyze the value orientation of 204 tasks of the implementation plan for the foreign policy of the central government ministries in 2019. In this study, we conducted a survey on the tasks implemented by the central government ministries in the implementation plan for the foreign policy, and then extracted the scores of the assimilation factors and the democratic cultural pluralistic factors to determine which of the four types (Opposition, Oppression, Indifference, Justice) the tasks should belongs to. This study can confirm the value and philosophy of Korea's foreign policy projects as of 2019, by each agency and the type of policy objectives. The result of this study is expected to contribute in the future to policies and projects design for foreign residents in South Korea. According to the analysis results, the majority of the tasks are located in the third quadrants, the Indifference model, which barely include both the elements of assimilation and democratic cultural pluralism. Some tasks, meanwhile, were located in the other quadrants. The results of this analysis showed that there is no significant differences among the foreign policies from different central government ministries as well as the types of policy objectives. The result of this analysis shows that foreign policy should be designed with clear value orientation in order to proceed to the desirable direction.
