이 논문은 중국 마오쩌둥 시대의 엘리트 정치를 일인지배의 관점에서 분석한다. 먼저, 중국의 엘리트 정치를 분류하는 세 가지의 기준에 대해 살펴본다. 첫째, 권력원과 권력의 집중도, 둘째, 권력의 운영 방식, 셋째, 지도자 간의 권력관계가 그것이다. 다음으로 이 세 가지의 기준에 입각하여 마오의 일인지배를 분석한다. 마오의 일인지배는 세 가지의 특징을 갖고 있다. 먼저, 마오는 카리스마적 권위에 입각하여 권력을 독점하고 자의적으로 행사했다. 또한 마오쩌둥은 공산당과 국가 위에 군림하는 황제였다. 마지막으로, 마오쩌둥과 다른 정치 지도자 간에는 주종관계가 형성되었다. 이와 같은 마오쩌둥의 일인지배를 기준으로 할 때, 시진핑 시기의 엘리트 정치는 결코 일인지배라고 할 수 없다.
This article analyzes elite politics in the Mao Zedong era China in terms of one-man-rule. First of all, it investigates three criteria with which we divide the types of elite politics in China: the resources of power and degree of power concentration, the way of exercising power, and the power relations between top politicians. Then, it analyzes the characteristics of Mao’s one-man-rule based on above-mentioned three criteria. First, Mao, as a charismatic leader, monopolized political power and exercised it arbitrarily. Second, Mao was a socialist emperor who reigned the CCP and state without any constraints. Finally, Mao maintained a master and servants relationship with other political leaders. Viewed in Mao’s one-man-rule mode, elite politics in the Xi Jinping era can not be categorized as a sort of one-man-rule.
