최근 북한의 태도 변화로 동북아지역 정세가 연일 새로운 국면을 맞이하고 있는 가운데, 김정은 위원장의 행보를 살펴보면 북한이 개방을 위한 의지는 더 이상 논란거리가 아닐 것이다. 다만 북한이 어떤 방식으로 개혁개방 정책을 추진할 것인지에 대해 깊게 고민해 볼 필요가 있다. 본 연구는 한국과 중국, 미국, 북한 등 모두 북핵문제 해결을 위한 대화 모멘텀 유지의 필요성을 인식하고, 하노이 북미정상회담에서 보여준 양측의 간극과 노력이 결국 한반도 비핵화와 평화체제 구축이라는 목표를 달성하여 국제사회의 대북제재가 해제된 이후를 대비해 최근 많이 언급되고 있는 ‘중국 모델’과 ‘베트남 모델’을 바탕으로 향후 북한의 효율적인 개혁개방 모델을 모색하는데 목적이 있다. 특히, 향후 비핵화 협상이 진전되어 북한이 세계경제에 정상적으로 편입한다고 하더라도 무역, 외국인직접투자, 금융거래 등 정상적인 경제활동을 하려면 상당한 시간이 필요할 것으로 예상되므로 중국 및 베트남의 경험으로부터 도출된 여러 요인들이 결합하여 북한만이 갖고 있는 특수한 여건에 맞추어 ‘우리식 주체 경제관리 방식’을 강조하는 방향으로 추진되지만 이는 ‘시장화’를 연계한 ‘연합종속발전’ 형태로 추진될 가능성이 크다.

Nowadays with the Northeast Asia facing a new phase due to the recent change of attitude from North Korea, Kim Jong-un’s willingness to open up the country may no longer be a subject of controversy. However, North Korea needs to think deeply about how it pursues its reform and open-up policy. This research aims to find a more efficient model for North Korea's future reform based on the Chinese model and the Vietnamese model, which have been mentioned recently in preparation for the fact that the two sides’ gap and efforts shown at the Hanoi North American Summit will eventually achieve the goal of denuclearizing the Korean Peninsula and establishing a peace regime. In particular, even if the denuclearization negotiations are advanced in the future and North Korea is incorporated into the global economy normally, it is expected that it will take a considerable amount of time for normal economic activities such as trades, foreign direct investments, and financial transactions to take place. Therefore, depending on the associated-dependent development, the reform and opening-up policy of North Korea will be implemented in a way that can be combined in accordance with the special conditions that only North Korea has the experience from China and Vietnam.
