한국외교에서 최초의 대륙지향 정책으로 알려진 ‘북방정책’은 노태우 정부 하에서 처음으로 시작되었다고 알려져 있다. 그러나 본 논문에서는 박정희 정부 시기에 이미 북방정책과 유사한 형태의 대북 및 대공산권 교류가 시작되었다고 주장한다.
박정희 시기의 그러한 정책은 몇 가지 요인에 의해 추동되었다. 그 가운데는 국제정치체계에 있어서의 변화, 한국내의 정치, 경제, 사회적 상황, 그리고 박정희 대통령의 리더십 등이 포함된다. 첫째, 지정학적 변화를 들 수 있다. 1960년대 후반에 등장한 미국의 닉슨행정부가 소련 및 중국과 화해 정책을 펼치는 한편, 베트남전에서의 퇴진과 국제적인 관여를 축소하려는 이른 바 ‘닉슨독트린’을 천명함으로써 야기된 지정학적인 변화가 남북 간 대화를 촉진시켰다. 또한, 소련과 중국 간 갈등양상은 한국의 대공산권 외교를 촉진시킨 하나의 요인으로 작용했다. 둘째, 북방정책은 집권연장과 권력기반 강화를 노리고 있었던 박정희에게 자신의 정치적 목적을 달성하는 수단으로 간주되었다. 그것은 7.4공동성명이 취해진지 세달 만에 10월유신이 단행된 사실에서 찾아볼 수 있다. 셋째, 실용주의적인 외교정책을 펼치는 데 능숙한 박정희의 전략과 리더십이 대북, 대공산권 외교에 있어서 융통성을 발휘하는 데 기여했다.
박정희의 대륙지향정책은 한국외교사에서 중요한 성과로 기록되지만 분명한 한계도 갖고 있었다. 첫째, 북한과의 교류 및 대공산권 문호개방 정책은 어디까지나 북한과의 체제경쟁이라는 틀 속에서 추진됨으로써 지속성 있는 정책으로 발전하지 못했다. 둘째, 아직도 엄존하고 있었던 냉전체제는 한국이 소련 등 공산국가들과 관계를 증진시키는 데 있어서 극복하기 쉽지 않은 장애물로 작용했다. 셋째, 남북한관계의 악화는 한국의 대공산권 교류정책에도 부정적인 영향을 끼쳤다.
그러한 한계에도 1970년대판 북방정책은 상당한 역사적 의미를 갖고 있다. 그 당시의 대륙지향정책은 후속 정부에게 북한 및 공산국가들과의 교류와 화해협력이 한국의 중요한 국가전략이 되어야 한다는 점을 보여줌으로써 북방정책의 선구자 역할을 했다.
A continent-oriented foreign policy of the Republic of Korea―Nordpolitik―is said to have been launched during the Roh Tae-woo government. However, by shedding light on the changes in North-South relations and the attempt to make friendly relationship with communist countries during the Park Chung Hee regime, this study argues that such forward-looking policies toward the North and other communist countries during the Park regime constitute an obvious precursor of the Nordpolitik under Roh Tae-woo.
Nordpolitk during the Park regime was driven by several factors: changes in international political landscape, political situation within South Korea, and political leadership of Park Chung Hee. First of all, the Nixon Doctrine, which was aimed at readjusting its foreign policy to the effect that the United States would reduce its involvement in foreign countries including its allies in the context of detente policy toward China and the Soviet Union, encouraged dialogue between Seoul and Pyongyang. Also, splits within the communist bloc, mainly rifts between the Soviet Union and China, were also a favorable condition for the Nordpolitik. Second, Seoul’s open-door policy toward communist countries including the June 23rd declaration as well as North-South dialogue were closely related with the Park regime’s domestic political considerations for consolidating its power basis, culminating in the establishment of the Yushin system in 1972. Third, President Park Chung Hee’s pragmatic approach to foreign policy was indispensable to the Nordpolitik during the early 1970s.
Park Chung Hee’s Nordpolitik failed to develop into a long-term, sustainable national strategy for some reasons, however, First, North-South dialogue was utilized by both regimes of the Korean peninsula, while Seoul’s policy toward communist countries was pursued in its efforts to outbid Pyongyang. Second, with a firm cold war system, Seoul’s attempt to make friendly relationships with communist countries hardly surmounted political hurdles. Third, because Nordpolitik during the 1970s was strongly affected by the state of North-South dialogue, deterioration of inter-Korean relations prevented Seoul’s open-door policy toward communist countries from sustainable development.
Such limitations notwithstanding, the historical importance of Nordpolitik in the 1970s is hardly denied. That is, the Nordpolitik during the 1970s served as a prelude to subsequent rounds of Nordpolitik later on.
