본 연구는 장애인 등에 대한 특수교육법(이하 특수교육법)이 제정된 이후 특수교육지원센터의 법적 역할 기준에 따라 선행연구가 이루어진 현황 및 결과를 분석하고, 특수교육의 질적 향상을 위한 특수교육지원센터의 역할 및 기능에 대해 선행연구가 제안한 발전 방안을 분석하고자 하는데 그 목적이 있다. 특수교육법이 제정된 2007년부터 2019년 7월 사이에 발표된 논문 중 논문 선정 기준 절차에 따라 최종 35편의 논문이 선정되었으며, 주요 연구결과는 다음과 같다. 첫째, 2015년까지 특수교육지원센터 논문은 집중되어 있고 이후 관련 연구는 현저하게 줄어들었으며, 특수교육지원센터 소속 담당교사와 각급학교 교사, 학부모가 연구에 많이 참여하였다. 둘째, 연구의 내용 및 범위는 특수교육법에서 제시된 특수교육지원센터의 기능 및 역할을 기준으로 하였을 때는 전체적으로 다룬 연구가 가장 많았고, 이후 관련 서비스, 진단평가 관련한 논문이 뒤를 이었다. 셋째, 선행연구를 통해 도출된 특수교육지원센터의 발전 방향은 크게 ① 효율적 운영과 발전방안, ② 대상자별 교육지원 향상, ③ 효율적 진단평가 운영을 위한 지원방안, ④ 치료지원을 포함한 관련서비스 발전방향, ⑤ 기타의 5가지로 구분되어졌다. 이러한 연구 결과를 바탕으로 선언적 측면에서 벗어나 특수교육지원센터가 그 기능과 역할을 충실하고 효율적으로 실행하기 위해 필요한 법적, 정책적, 학문적 영역에서의 향후 방향성 설정에 필요한 시사점을 제공하고자 한다.
The purpose of this study is to analyze the current status and results of the existing studies on the legal role standards of special education support centers (SESC) after the Special Education Law for Individuals with Disabilities and Others (hereinafter referred to as the Special Education Law) was enacted. We were also interested in analyzing suggestions for SESCs proposed by previous studies regarding on their roles and plans. The final 35 studies published between 2007 to July, 2019 were selected based on the inclusion criteria. The main study findings are as follow. First, studies on SESCs were actively published by 2015, then related studies were significantly reduced. Second, in terms of the content and scope of studies analyzed by the legal role standards, the number of studies that addressed the overall roles and functions of SESCs outnumbered, followed by studies covered related services and diagnosis evaluation. Third, the future directions of the SESCs derived through previous studies are as follows: (a) effective management and development plans, (b) improvement of educational support based on individuals with disabilities’ needs, (c) support plans for effective diagnosis process, (d) development of related services including therapy treatment/support, and (e) others. Based on results of this literature review, suggestions from legal, policy, and academic perspectives were provided for SESCs to fulfill their functions and roles faithfully and efficiently.
