본 연구는 국내 시, 도립 교향악단을 사례로 문화예술 성과에 중요한 조건을 분석하였다. 특히 다양한 문화예술의 성과 조건 가운데 가장 전통적 형태인 정부 재정지원에 관하여 기존의 시론적, 탐색적 연구 수준을 넘어 실증적으로 정부 재정지원이 문화예술 성과에 중요한 조건이 되는지 검토하였다. 또한 본 연구는 지금까지의 문화예술 성과 연구에서 활용되지 않았던 퍼지셋 질적 비교 분석(Fuzzy-set Qualitative Comparative Analysis)방법을 통해 성과에 필요한 조건들 사이의 결합요인 분석을 실시하였다. 분석 결과, 교향악단의 성과에 필요한 조건은 창의적이고 혁신적인 레퍼토리 보유, 명성 있는 리더십의 존재, 그리고 문화예술조직 운영의 자율성을 어느 정도 보장할 수 있는 조직 환경으로 나타났다. 반면 재정 지원액의 많고 적음은 교향악단의 성과에 중요한 조건으로 도출되지 않았다. 연구 결과를 통해 정부는 단순한 재정 증액 및 지원을 통해 예술가 및 예술단체들의 생존을 돕는 기존의 방식을 넘어 이들 스스로 혁신적인 예술적 역량을 발휘할 수 있는 인적, 조직 운영 환경적 여건들을 지원, 조성해주는 정책에 더욱 집중해야 할 것이다.

The purpose of this study is to analyze the conditions that are important for the performance of culture and art with the case of municipal and provincial symphony orchestra in Korea. In particular, this study empirically examines whether government funding, which has been the most traditional policy implement for supporting arts and culture in existing theoretical and exploratory level of research, is yet an important condition for arts sector. In addition, this study attempts to identify the combination of conditions necessary for performance of public orchestra through Fuzzy-set Qualitative Comparative Analysis, which was not used in the performance research of cultural and arts. The result shows that the performance career for creative and innovative repertoire, the existence of renowned and accomplished leadership, and the environment that guarantees the autonomy of organization management. On the other hand, it finds that amount of government funding is not an important condition for the performance of public orchestra. Those results suggest that governments should focus on policy that support and foster the human and organizational environmental conditions that enable them to demonstrate their innovative artistic capacities, rather than simply seeking ways to help artists and arts organizations survive through simple financial increases and supports.
