최근 고령화 및 경제 성장의 저하로 인하여 빈집이 늘어나고 있다. 이 현상은 도시지역은 물론 농어촌지역도 가리지 않고 동일한 상황이다. 이러한 문제점을 인식하여 지난 2017년 2월 8일 제정된 우리나라 「빈집 및 소규모주택 정비에 관한 특례법」은 국내 유휴 주택에 대책을 마련하고 있다.
따라서 현재는 빈집을 체계적으로 정비하고 활용하기 위한 제도적 지원방안으로서 과세정책은 체계적으로 수립되어 있지 못하다고 할 수 있다.
일본의 경우 1980년대부터 빈집이 증가하여 2013년 기준으로 전체 주택 57,586천호 중에서 8,195 천호가 빈집이며, 이는 전체 주택의 약 14.2%에 달한다. 이에 일본은 2014년 11월 27일에 「빈집 등 대책의 추진에 관한 특별조치법(空家等對策の推進に關する特別措置法)」을 제정하는 등 빈집 정비 및 활용 정책을 꾸준히 추진하여 빈집에 대한 과세제도를 정립하고 관련 조세법인 재산세, 소득세, 상속세 등에서 과세방안을 마련해 놓고 있다는 점이다.
이와 같이 일본은 우리나라와는 다르게 「빈집 등 대책의 추진에 관한 특별조치법」에서 빈집에 대한 세제를 마련할 것을 규정하고 있다. 즉, 동법에서 빈집 등 대책 계획에 근거한 대책 등의 지방 교부세제도의 확충 및 기타 필요한 재정상의 조치를 강구할 것을 천명하고 있다. 또한 「조세특별조치법」에 따라 방치된 빈집이 주변 주민들에게 악영향을 주는 것을 방지하기 위하여 양도소득세를 특별 공제 해주는 제도를 시행 중이다.
이에 본 연구는 일본의 빈집에 대한 과세 대책 등을 분석하여 늘어가고 있는 우리나라 빈집에 대한 과세방안을 연구하였다.
The number of vacant houses is increasing due to the recent aging of the population. This phenomenon occurs in domestic cities, rural areas and fishing villages. In order to solve these problems, a special law on the development of vacant houses and small houses was enacted in 2017.
However, no taxation policy has been formulated for vacant houses. However, there were many vacant houses in Japan. This has enacted the Special Measures Act on promoting measures such as vacant houses from 2014. Under this law, the provisions concerning detergent can be referred to Japan’s taxation system for the treatment of vacant houses. In addition, Japan implements taxation plans for vacant houses such as property tax, income tax and inheritance tax under the relevant tax law.
Japan stipulates that Korea should prepare detergent under the Special Measures Act concerning the promotion of measures against vacant houses in another way. In other words, it stipulates that expansion of the local allocation tax system such as measures based on measures plan such as vacant houses of the law and other necessary financial measures should be taken. It also stipulates that tax measures and other measures should be put in place to support the appropriate implementation of vacant house related measures. At the same time, it has put in place a system for special deduction of transferable income tax to prevent unoccupied houses left under the Tax Special Measures Act from adversely affecting surrounding residents.
This study analyzed the taxation measures of vacant houses in Japan, and sought out a countermeasure plan for vacant houses in Japan that is increasing. In particular, we discussed the taxation system regarding the disposal of vacant houses in Japan.
