한중 수교 25년, 사드(THAAD, 고고도미사일방어체계) 배치로 인한 ‘비이성적’ 갈등이 폭발 이전까지 ‘세계외교의 기적’으로까지 불렸던 한·중 관계는 최대 위기에 봉착했다. 경제 분야나 사회문화 등 교류에서는 확실한 성과를 거두었지만, 한반도의 평화와 안정 유지라는 핵심 목표는 북핵 문제의 악화로 오히려 더욱 복잡하게 꼬이고 있다. 사실 사드를 둘러싼 갈등 폭발은 이미 예정된 결과였다. 이는 양국 관계가 처음부터 제도적으로나 전략적으로 공감대를 찾기 어려운 북한의 존재라는 이질적 요소와, 해결하기 쉬운 것부터 협력하면서 어려운 문제를 풀어가자는 선이후난(先易後難)적 사고를 가지고 출발했기 때문이다. 문제의 핵심은 북한 요인에 의도적으로 둔감했던 양국이 그동안 정치·외교·안보·군사적 측면에서는 전혀 위기를 관리하거나 해결을 도모하는 메커니즘을 수립하지 못했고 지금은 출구를 찾기 어려운 고차방정식으로 진화했다는 점이다. 특히 한국은 구조적으로 중국의 부상이 심화되면 될수록 미중 관계 사이에서 고민이 깊어지는 구조에 봉착해 있다. 한·중 간 사드문제는 앞으로 다가 올 다양한 문제 중의 하나에 불과하다. 양국 관계의 건전한 발전을 저해하는 본질적 문제가 그동안 피해왔던 북한/북핵 문제에 있는 것이 밝혀진 이상 이에 대한 솔직한 의견을 교환할 시기가 되었다. 더 이상 상대방의 양보나 태도 변화만 기다리면서 갈등을 증폭시켜서는 안 된다. 진솔한 의견 교환을 통해 실리적인 한·중 관계의 새로운 기점 정립을 통한 질적 변화를 도모해야하는 ‘신창타이’, 즉 새로운 기준을 찾아야하는 변화의 시대를 맞고 있음을 인지하고 과거와는 다른 노력을 경주해야 한다.

Korea-China relations, once hailed as a “miracle of world diplomacy, ” have now entered a period of grave crisis. It is of course due to the eruption of “irrational” perceptions and behavior over the deployment of the THAAD (the Terminal High-Altitude Area Defense) system in South Korea. Remarkable progress has been achieved in the areas of economic cooperation and social contacts, whereas peninsular peace and stability―the core objectives―have become more complex because of the North Korean nuclear issue. In fact, the conflict over the THAAD could have been anticipated as their ties began with the North Korean factor that is either institutionally or strategically hard to find a consensus between them. In a similar vein, both countries have sought cooperation on easier issues first and solutions on more difficult ones later―that is in the xianyi hounan (先易後難) manner. The crux of the issue is that both Korea and China have not been able to agree upon the North Korean solution; have not established a mechanism for crisis management in the political and security areas; and are now faced with an equation of higher degree that shows no exit. In particular, South Korea must ponder over the fact that the more China rises down the road, the deeper its concern over the balancing between China and the United States. The THAAD controversy, in brief, is just one of many complex issues to come. As it becomes crystal clear that the North Korean and its nuclear problem have inhibited the normal and sound development of Korea-China relations, now is the time for an exchange of candid opinions between them. Both sides should no longer anticipate possible concessions or changes in attitude from the other, thus inflating the controversy. Both countries should also acknowledge the arrival of a new era―a “new normal” (新常態) whose bases are an exchange of candid views and the promotion of practical interests. They call for a qualitative change in their new ties.
