4차 산업혁명이 진행되는 과정에서 국내 지자체들의 지속성장을 위한 지역혁신역량의 활용 및 확산에 대한 관심이 증대되고 있다. 포항지역은 철강중심의 단일화된 산업구조 특성에 의한 경직된 지역사회구조와 지역 시민들의 정책적 참여도와 관심이 낮은 상황에서 이를 개선하여 지역혁신을 위한 새로운 성장모델의 도구로서 리빙랩(Living-Lab)에 주목하게 된다. 지역문제 해결을 위한 수단으로서의 리빙랩의 특징을 확인하고, 포항시 지원을 통한 지자체 주도형 모델로서 ‘포항을 바꾸는 100일의 생활실험’ 공모전을 통한 5개 프로젝트를 진행하였다. 지역의 주요 특성으로 포항 테크노파크가 공공플랫폼이 되어 시민과 R&D 연구진 그리고 포항시 관계부서를 참여시킴으로서 지역 문제를 해결할 수 있는 준비를 진행하였다. 그리고 사회문제은행체계 기반을 통한 지역문제의 발굴 및 해결방안으로 중소도시의 혁신과정에서 리빙랩의 역할 및 중요성을 확인하게 된다. 리빙랩은 지역혁신의 도구로서 향후 시민참여형 지역문제해결의 활성화를 위해 지자체 차원의 조례제정 및 중간지원조직의 발굴과 교육 프로그램 운영과 같은 지역차원의 관심과 적극적 지원이 필요하다.

In the process of the 4th industrial revolution, interest in the utilization and spread of regional innovation capacity for the sustainable growth of domestic local governments is increasing. This study will identify the characteristics of living labs as a means to solve regional problems and draw up policy implications through five projects, which include the contents of preparation for the use of living labs as a local government-led model in Pohang and the ‘100-day life experiment to change Pohang.’ As a major feature of the region, Techno Park became a public platform as a base for policy promotion in the region, and participated in citizens, R&D researchers and Pohang City, so that they could thoroughly grasp and solve regional problems. In order to revitalize the citizen participation type regional problem solving in the future, it is necessary to establish local government-level ordinances, find out intermediate support organizations, and actively support local interest such as operation of educational programs.
