본 연구는 글로벌 도시국가 싱가포르 한인사회의 형성과 변화, 공동체적 특징을 파악하는 것을 목적으로 한다. 싱가포르에 거주하는 한인은 2010년대 초반부터 2만명을 넘어섰고, 2019년 기준으로 21,406명의 한인이 거주하여 재외한인 규모에 있어서 전세계 18위, 동남아시아에서는 베트남, 인도네시아 다음으로 가장 큰 한인사회를 형성하였다. 특히, 싱가포르의 한인 영주권자와 시민권자를 합한 규모는 3천명을 넘어, 동남아 국가 중 가장 많다. 규모와 구성원의 배경 면에서 다양해진 싱가포르 한인사회는 그간 어떻게 형성, 변화해왔는가? 다양한 구성원들이 바라보는 싱가포르 한인사회의 공동체적 특성은 어떠한가? 이를 파악하기 위해 한국계 대기업 주재원, 글로벌기업 전문직과 서비스직, 한인 사업가와 자영업자, 주부, 학생을 포함한 다양한 직군과 연령대의 한인, 싱가포르 한인 조직에 대한 자료를 수집하기 위해 현지조사를 수행했다. 연구결과는 다음과 같다. 싱가포르 한인사회는 싱가포르의 이민정책과 발전전략 그리고 한국기업의 세계화, 한국인의 글로벌 이주가 서로 맞물려 형성변화하였는데, 네 시기로 구분할 수 있다. 1970년대까지는 극소수의 한인 영주자와 체류자가 거주하던 ‘한인사회 형성기’, 1980-1990년대 중반까지는 ‘주재원 사회 팽창기’, 1990년대 후반-2000년대는 ‘이주한인 다양화기’, 2010년대는 ‘글로벌 이민사회기’이다. 2000년대 이후 한인사회의 팽창은 글로벌 도시의 분절적 노동시장구조, 고용유연성이 높은 글로벌 기업과 소규모의 한인 경제(ethnic economy)의 맥락 속에서 이루어졌다. 싱가포르 사회와 싱가포르 한인사회에 대해서 “조용하고 치열한 사회”라는 공유된 인식이 존재한다. 직업, 소득, 연령, 젠더, 이주이력, 기타 사회인구학적 배경 면에서 다양한 한인 구성원이 이 같은 인식을 공유하는 점은 흥미롭다. 한인구성원의 일과 삶 경험, 공동체적 특징의 해석에 있어 글로벌 도시의 노동시장구조, 글로벌기업의 고용 관행 뿐만 아니라 청장년층이 한인사회 구성원의 절대 다수를 차지하는 싱가포르 한인사회의 인구구조적 특성을 고려할 필요가 크다. 청장년층의 생애단계적 커리어과업 및 가족과업 몰입도 공동체 수준에서는 얕고 좁은 선택적 도구적 교류를 실천하는 이유로 보인다.

This study aims to uncover historical changes of Korean community in global city-state Singapore and its community-level characteristics. The number of Korean community in Singapore surpassed 20,000 since early 2010s and there are 21,406 Koreans in 2019. The size of Korean community in Singapore is the third largest Korean community in Southeast Asia, following that of Vietnam and Indonesia. Especially, the number of Korean Singapore permanent residents and Singapore citizenship holders amounts more than 3,000, which is the largest among Southeast Asia. How can we understand expansion of Korean community in Singapore over time? What are the community-level characteristics? To answer these questions, I conducted in-depth interviews with Koreans of various backgrounds such as expatriate professionals and service-workers in Korean and global companies, self-employed, entrepreneurs, educational migrant families, intermarried Koreans, stay-at-home wives and students as well as professional interviews with representatives of various Korean organizations in Singapore. The results are as follows. Overall, Korean community in Singapore has expanded in tandem with developmental and immigration policies of Singapore and globalization of Korean companies and global migration of Koreans. Four periods are identified. The first period until 1970s is termed as “formational period of Korean community.’ The second period between 1980s and mid-1990s is termed as ‘expansion of expatriate sojourner community.’ The third period between late 1990s and 2000s is termed as ‘diversification of Korean migrants.’ The fourth period of 2010s onward is termed as ‘global immigrant community.’ Notably, expansion of Korean community since 2000s has been made under the context of segmented and bifurcated labor market structure, flexible employment practices of global firms, and small-size ethnic Korean economy in Singapore. There is shared consensus about Singapore society and Korean community in Singapore: “quite but intensely competitive.” It is interesting to observe this shared conception across diverse subgroups. Partly, it is to do with limited everyday interaction across diverse subgroups. It is also important to note demographic structure of Korean community in Singapore, whose absolute majority is comprised of young adult and mid-aged Koreans. Immersion into key life-course tasks of their career and family among these age groups lead majority of Koreans in Singapore strategically practice shallow and narrow, selective and instrumental engagement at the community level.
