본 연구의 목적은 한국의 국가 물관리 제도의 형성 및 지속, 변화의 역사적 과정과 영향요인을 밝히는데 있다. 이를 위하여 본 연구에서는 역사적 제도주의를 바탕으로 1948년부터 2018년까지 한국 물관리 제도의 시기별(경로 형성, 강화, 진화), 제도적 요소별(제도적 목표, 제도 주체 간의 구조, 제도적 수단) 특징을 심층적으로 분석한다. 또한 역사적 제도주의 접근의 한계점을 보완하기 위하여 구조와 행위자의 통합적 접근을 바탕으로 결정적 시점에 대한 인과적 과정 분석을 강화하였다. 연구결과, 한국의 국가 물관리 제도는 제도 주체인 중앙부처들을 중심으로 분절화된 구조적 특징을 유지하며 강한 경로의존성을 보였다. 미시적 수준에서 기존의 제도적 요소들은 각 시기에 걸쳐 연속성을 보이며 매우 제한적인 변화가 발생하고 있었다. 구체적으로는 첫째, 각 제도적 요소들은 장기간 현상유지 또는 점진적인 변화로서 층화 및 자기강화와 함께, 간헐적인 변화로서 제도 주체간의 역할 조정이 발생하였음을 확인하였다. 둘째, 제도 변화가 제한적인 범위에서 발생함에 따라 복잡성이 높아지고 다원화된 관리 체계라는 의도하지 않은 결과가 나타났으며, 이러한 결과는 다시 이후 제도 변화의 제약요인이 되었다. 셋째, 이러한 경로의존성의 강력한 지속요인으로는 제도 주체로서 고정된 중앙부처들과 이들을 중심으로 형성된 제도적 수단들이 한계적 변화를 야기하고 있었다. 본 연구의 정책적 함의는 다음과 같다. 첫째, 역사적 과정을 거치며 기존 제도의 고착화와 새로운 제도의 층화로 인해 점차 복잡성이 증가하고 다원화되고 있는 기존의 물관리 법률과 정책들을 기능적 효율성의 측면에서 재구조화하는 작업이 필요하다. 둘째, 향후 지속가능한 물 이용 및 관리를 위해서는 물관리 제도 주체인 중앙부처들 간의 관계 개선을 통해 수평적 상호교류를 확대해 나가고 물관리 정책들 간의 유기적 연결성을 갖도록 하는 것이 중요하다.

This study aims to analyzes institutional characteristics, historical process and causal factors of water policy in South Korea from 1948 to 2018 on the perspective of the historical institutionalism. Especially, the study focuses on path dependence that has caused the complexity and fragmentation of water policy sector in South Korea. In the study, a literature review and a case study are employed. The main results are summarized as follows. The institution of Korean water management has shown strong path dependence, despite the exogenous and endogenous factors influencing the change of the existing institution. The institutional elements have shown the continuity of the specific structural pattern over time. There has been status quo, self-reinforcement or layering of the institutional elements in the long-term, and the coordination of the roles among the ministries in the water policy sector occurred at the critical juncture. The practical implications for water policy are as follows. First, the study describes that the fragmentation and complexity of Korean water policy structure have been increasing in the comprehensive approach. To improve the effectiveness and efficiency of water policy, it is necessary to restructure the existing water policies and laws as the institutional elements that have been segmented in the historical process. Second, path dependence has been caused by the continuity of the ministries as major actors of water policy in the condition of the existing fragmented institution. In terms of the sustainable and integrated water management, it is important to encourage them to cooperate to achieve a common goal and improve organic connectivity of water policies.
