This study examines the relevance of the role between Congress and government in congressional budget process and presents new public finance management governance. The theories of political economy of public finance management-pubic choice theory, transaction cost theory, principal-agent model, and pork-barrel politics-give us deep insight on the congressional budget process in South Korea. The asymmetry in information and expertise between Congress and government plays a pivotal role in diminishing social welfare by increasing transaction costs, and eventually affecting fiscal democracy and fiscal sustainability under uncertainty. Using three OECD countries of the congressional budget process as well as snowball sampling method with 68 financial experts, we find the loopholes of congressional budget process in terms of the public finance management reform.
