이 연구의 목적은 지방자치단체에서 실시되고 있는 발안제도의 일환인 주민청구조례안이 지방의회에서 가결되는데 미치는 다양한 영향요인을 분석하는데 있다. 이를 위해서 발안제도가 실시된 2000년부터 2018년까지 주민들이 기초자치단체에 청구한 193건의 조례안을 대상으로 실증분석을 실시하였다. 종속변수는 주민들이 청구한 조례안이 지방의회에서 가결되는지 여부이며, 이에 미치는 영향요인을 식별하고자 이항로짓분석을 실시하였다. 분석결과를 보면, 조례의 특성요인 중에서는 참여자 유형과 사업예산 변수가, 정치적 요인 중에서는 단체장의 정당과 지방선거 변수가, 그리고 지역적 요인 중에서는 주민1인당 자체수입액 변수가 통계적으로 유의미하였다. 이러한 연구결과를 토대로 현행제도 중에서 개선되어야 할 입법 및 정책방안을 제시하였다.

This study intends to identify the factors that are affecting passage of residents' claimed municipal ordinances that are enforced in local governments in Korea. The practical analysis was carried out to achieve the goal by analysing 193 ordinances initiated by residents to local governments from year 2000, in which the system was first enforced, to year 2018. The dependent variable was the results whether residents' claimed municipal ordinances were passed or not and the logistic regression method was applied to identify factors that affected the passage of ordinances. The findings have revealed that five factors are statistically significant in which are types of players and government budgeting among ordinance factors, affiliated political party of local governments heads and provincial election among political factors, and local income per capita among regional factors. The paper closes by proposing legislative and political agendas based on findings that should be improved among current residents' claimed municipal ordinance system.
