본 연구는 탈북청소년을 위한 교육지원의 변화를 통시적으로 분석한 후, 변화의 특징을 고찰하고 이를 바탕으로 탈북청소년을 위한 교육지원의 방향에 대한 시사점을 모색하고자 하는 데 그 목적이 있다. 연구 결과, 탈북청소년을 위한 지난 20여 년 간의 교육지원은 준비기, 태동기, 형성기, 확립기, 확산기의 다섯 단계로 구분되었으며, 탈북청소년을 위한 교육지원의 변화에는 다음과 같은 세 가지 특징이 발견되었다. 첫째, 탈북청소년을 위한 교육지원은 탈북청소년의 ‘특수성’을 강조하는 차원에서 ‘보편성’을 강조하는 차원으로 변화되었다. 둘째, 탈북청소년 교육지원은 탈북청소년 집단 내 다양성 증가를 반영하고 있었다. 셋째, 탈북청소년 교육지원은 보상적 차원의 지원에서 역량 강화를 위한 지원으로 변화하고 있었다. 이러한 결과를 바탕으로 탈북청소년을 위한 교육지원의 방향에 대해 논의하였다.

The purpose of this study is to analyze the changes in educational support for north korean youth defectors through diachronic analysis, to investigate the characteristics of the changes, and to seek implications for the direction of educational support for north korean youth defectors. As a result, education support for north korean youth defector over the past 20 years was divided into five stages: preparatory stage, introductory stage, formative stage, growing stage and spread stage, and three characteristics were found in the change of educational support for north korean youth defectors. First, education support for North Korean defectors has been changed from emphasizing ‘distinctiveness’ to ‘universality’. Second, the education support for north korean youth defectors reflected the increasing diversity in the youth group. Third, the education support for north korean youth defectors was changing from the rewarding support to the support for capacity building. Based on these results, the direction of educational support for north korean youth defectors was discussed.
