2019년 필리핀 사회에서 벌어진 가장 큰 사건은 5월 실시된 중간선거다. 필리핀의 정치지형은 중간선거를 기점으로 집권세력에 대한 지지도가 급하강하며 차기 대선에서의 정권교체가 반복되어왔다. 하지만 지난 해 중간선거에서는 두테르테 대통령에 대한 국민들의 절대적 지지가 유지되고 있음이 확인되었다. 이는 현 정권은 집권후반기 권력 강화의 계기를 마련하였다. 현재 필리핀의 정치지형은 두테르테 대통령의 강력한 지도력에 국민의 자발적 승인이 결합된 ‘행동하는 파퓰리즘’으로 설명될 수 있다. 따라서 이제는 두테르테 대통령 개인에 대한 가십성 설화를 넘어서, 현 정부 정책의 성과와 한계에 대한 면밀히 검토를 바탕으로 집권 후반기를 전망해 볼 필요가 있다. 본 논문에서는 2019년 필리핀의 정치경제적 변동, 대외관계, 사회문화적 주요 이슈 및 그 전개과정을 정리하고 이를 바탕으로 필리핀의 2020년 상황을 전망한다. 또한 2019년은 한-필리핀 양국이 외교관계 수립 70주년을 맞이하는 뜻 깊은 해였다. 이에 한-필리핀 간의 관계 발전을 위한 그간의 노력과 성과를 살펴보고, 향후 양국 관계에서 주목할 점들을 제시할 것이다.

The biggest event in Philippine of 2019 was the midterm election held in May. The Philippine’s political landscape has repetitively changed in the midterm elections. That is, by the middle of presidential term, people’s support for the current president has fallen sharply, and regime change has taken place in the next presidential election since 1986. However 2019 midterm elections confirmed that the people's absolute support for Duterte was maintained. The Filipinos raised their hands for the Duterte camp, still calling for change, and consolidated his power in the second half of his presidential term. Duterte's political actions are quite unique phenomena that can be interpreted as "performative populism" combined with the president's strong leadership and the people's voluntary approval. Therefore, it is now necessary to go beyond the gossip on weird President Duterte's individuality and to predict the latter half of his term based on a close review of the lights and shades of the current administration's policies. In this paper, I review the political and economic situation, diplomatic/international relations, and socio-cultural issues and their processes in the Philippines of 2019. Then, based on review, I forecast the situation in the Philippines in 2020 and ahead. The year of 2019 was a meaningful year to mark the 70th anniversary of the establishment of diplomatic relations for ROK and the Philippines. Also I review the two countries’ efforts and achievements for the development of bilateral relations in 2019, and suggests directions for the economic bilateral relations in the future.
