신고포상금제도는 법에 규정된 위법행위를 신고한 자에게 포상금을 지급하는 정책수단으로, 1950년도부터 현재까지 중앙행정기관에서 도입한 개별 신고포상금제도는 120개에 달한다. 하지만 중앙행정기관에서 운영하는 신고포상금제도의 운영현황을 살펴보면 다수의 제도에서 지급건수가 낮게 나타나, 정책이 성공적으로 운영되고 있다고 판단하기 어려운 실정이다. 이에 본 연구는 산출(output) 지표를 사용해 신고포상금제도의 특성이 정책성과에 미치는 영향을 분석하였다. 정보공개청구를 통해 법률, 시행령, 시행규칙에 근거해 운영되고 있는 신고포상금제도의 운영현황을 수집하여 총 104개 유효 표본수를 추출하여 실증연구를 진행하였다. 제도의 특성을 나타내는 독립변수로 지급결정기준, 포상금액, 신고자 보호제도와 홍보의 활성화 정도를 설정하였으며, 제도 성과를 나타내는 종속변수로 산출지표인 포상금 지급건수를 살펴보았다. 분석결과 지급결정기준의 까다로운 정도와 홍보의 활성화가 정책성과에 유의미한 영향을 미쳤다. 반면 포상금액과 보호제도에 따른 영향력은 통계적인 유의미성이 나타나지 않았다. 이에 본 연구는 정책성과를 높이기 위해서 지급결정 기준을 완화하고 적극적인 홍보를 해야 함을 확인하였다. 이와 함께 포상금액을 무조건 높이기보다 다양한 유인체계를 설계하고, 신고자 보호제도가 유의미한 영향을 미칠 수 있도록 하는 방안이 필요함을 시사하였다.
The reward system is a policy tool to provide monetary rewards to those who report violations stipulated in the law, with 120 individual rewards have been introduced by the central government since 1950s. However, if we look at the operation status of reward systems, it is difficult to evaluate that they implement successfully as the number of systems has increased however they often show low output. In this context, this study discusses the effect of the characteristics of the reward system on policy performance through empirical analysis. Through the information disclosure request, this research collected data of the reward system, which is operated based on laws, enforcement ordinances and enforcement rules, and extracting a total of 104 valid samples. Independent variables were set for payment decision criteria, amount of reward, reporter protection system and activation of public relations. As a result of multiple regression analysis, it was found that the characteristics of payment decision criteria, activation of public relations had a significant effect on the policy effectiveness of the reward system. The analysis results of this study confirmed that the reward system could be actively made by reducing the criteria for determining rewards and actively promoting them. Also, it suggested that a policy design, such as designing incentive systems at various levels and providing institutional arrangements have an important effect on policy output.
