다중흐름모형은 기본적으로 정책결정이 이루어진 사례에 대한 설명모형으로서, 대부분의 연구들은 회고적 관점에서 결정사례를 중심으로 이루어졌다. 반면 무의사결정 상황에 있는 행위자들의 현재적 관점에 대한 연구는 상대적으로 부족하였다. 이 논문의 목적은 무의사결정 상황에 놓인 행위자들의 인식을 중심으로 다중흐름을 분석함으로써 비결정이론으로서 다중흐름모형의 가능성을 제시하는 것이다. 경험적 사례로서 여성정책의 전개 및 관련 사회적 행위자들의 인터뷰 분석을 통해, 사회적 사건의 영향력의 차별성, 정책아이디어 변화의 시차, 정책대안의 완성도와 관료정치, 그리고 경계인으로서 정책선도자 등에 대한 이론적 가설들을 제시하였다. 이로써 무의사결정을 경험하기 쉬운 사회적 행위자들이 직면하는 불확실성과 그에 대한 해석을 중심으로 다중흐름의 인과관계를 재구성할 필요성과, 정책아이디어 및 정책대안을 구성하는데 있어 관료의 민감성과 적극성 등 윤리적 접근의 필요성을 강조하였다.
Research using the multiple streams framework (MSF), with its focus on the cases on which policy decisions are made, has suffered from its dependence on retrospective interpretation of decision cases and from the selection bias that fails to grasp the cases under a non-decision status. The classical non-decision making theory implies that certain social agendas for political dependents may remain “to be determined.” The purpose of this article is to reframe the MSF as a non-decision theory by integrating the MSF and the classical non-decision making theory, and to develop theoretical propositions that would lead to future research. Based on the analysis of interviews with social actors in the field of women’s rights movement in Korea, the research arrived at the following findings: the social actors have developed a sophisticated mental model of non-decision making. It points to the irony of focusing events, serious gap manifest in policy ideas developed between the society and the state, huddles encountered in developing policy alternatives, complex and subtle bureaucratic politics in operation, and the limited role assumed by representative bureaucrats. The research also found that social actors functioning under the non-decision situation perceived the impact of those factors quite differently from what the research has suggested, when based on retrospective interpretation. The research finally suggested six theoretical propositions and concluded by emphasizing the need for a non-decision theory on polices designed for political dependents, together with accompanying ethical implications.
