본 연구의 목적은 과천화훼단지 개발사례를 중심으로 공공갈등 해소를 위한 갈등의 제도화 과정을 분석하는 것이다. 이를 위하여 연구 방법은 사례분석을 기반으로 심층 면담, 문헌 자료, 신문 기사 인터넷 자료 등의 질적 자료를 활용하여 질적 분석을 수행하였다. 연구 결과, 갈등을 해소하기 위한 제도화 과정의 성공 요인은 다음과 같다. 첫째, 공동협의체를 구성하여 내부규칙을 만들고, 목표 달성을 위한 대안 마련, 둘째, 이해관계자들의 공감대 형성을 통한 갈등 문제의 정책 의제화, 셋째, 계획 변경, 법령의 개정, 조례 제정 등 공식적 제도화이다. 분석 결과에 바탕을 둔 공공갈등 예방을 위한 정책 제안은 이해관계자들의 참여를 기반으로 한 협상 및 중재, 합리적 보상안의 마련을 위한 정책 수립, 정책과정과 갈등 전개의 단계별로 갈등 해소를 위한 제도적 장치를 마련할 필요가 있다는 것 등이다.

The purpose of this study is to analyze the institutionalization process of conflict resolution of the Gwacheon Flower Complex Development Case. For this purpose, this study used qualitative analysis using qualitative data such as in-depth interview, literatures, internet data, newspaper articles related to the case. Study results show the success factors of the conflict resolution and institutionalization process as follows. First, make a joint consultative body to create internal rules, establish goals and find alternatives to achieve goals. Second, create policy agenda for conflict issues through the formation of consensus among stakeholders. Third, advance formal institutionalization such as change of district plan, revision of law and enactment of ordinance etc. Based on the findings, several recommendations were made to reduce public conflicts including negotiations and mediation based on stakeholder participation, policymaking to prepare reasonable compensation plans, and conflict preventing institutionalization in each phase of policy process and conflict development.
