대의 민주주의는 대리 기능과 심의 기능이라는 상충되는 요구와 목표에 따라 구상되었으며, 양자를 중요한 운영 원리로 삼는다. 그런데 대의 민주주의는 사실상 정당 민주주의로 운영되고 있다. 따라서 이론상 ‘좋은’ 대의 민주주의는 정당이 두 기능을 최적 지점에서 수행하는 체계이다. ‘조국 정국’을 전후하여 거리 정치가 진보 진영과 보수 진영 간에 경쟁적으로 전개되었다. 시위와 같은 시민 집단행동은 대의 체계가 시민의 요구를 제대로 수용하지 않으면서 증폭된 불만 때문에 발생하는 것으로 이해된다. 그러나 이 논문은 ‘촛불’ 이후의 거리 정치가 정당이 시민사회로부터 유리되어 대표자의 대리 기능을 제대로 수행하지 못해서 발생한 것은 아니라고 주장한다. 오히려 진보와 보수 간 갈등 형태로 나타난 최근 거리 정치는 대의 체계의 핵심 행위자인 정당이 공공 이익을 위한 심의적 기능을 제대로 수행하지 못하여 나타난 현상이라 할 수 있다. 이어 논문은 우리 대의 민주주의의 심의성을 제고하기 위하여 어떤 해법이 있을 수 있는지를 제도적 측면과 문화적 측면에서 시원적으로 모색한다.

Representative democracy was conceived to meet conflicting demands and goals of representation and deliberation functions. Representative democracy is operated as party democracy in reality. Therefore, a “good” representative democracy is a political system in which political parties perform two functions well at the same time. After the “candlelight rally,” street politics has been competitively developed between progressives and conservatives. Many researchers argue that civic ‘collective action’, such as demonstrations, is the result of amplified dissatisfaction with the representative system of inadequate acceptance of citizens’ needs. This paper, however, argues that the post-candlelight street politics didn’t come from the fact that political parties failed to function as delegated representatives. The recent street politics, which emerged in the form of a conflict between progressives and conservatives, has been caused by political parties’ failure to properly perform the deliberative functions for the public good. This paper then seeks in terms of institutional and cultural aspects what solutions can be used to enhance the deliberation of representative democracy in Korea.
