본 연구는 일자리사업에 대한 지역단위 실증연구가 부족한 상황에서 재정지원일자리 사업이 지역고용의 양적, 질적 성과에 미치는 영향력에 대해 분석하고자 한다. 구체적으로, 정보공개청구를 통해 기초자치단체(시·군)를 대상으로 하여 2014년부터 2017년까지 재정지원일자리 사업의 예산규모와 사업유형에 대한 정보를 수집하였다. 독립변수로는 재정지원일자리 사업의 지역별 정책적 노력을 사업의 총예산과 지역의 지방비사업 예산비중을 통하여 측정하였다. 또한 재정지원일자리 사업의 종류 중에서 취약계층의 소득보조라는 특징이 있는 직접일자리 사업을 공공형 일자리 유형으로 간주하여 사업유형의 효과성을 함께 살펴보았다. 종속변수는 고용의 양적 지표인 취업자수, 고용률, 실업률과 함께 질적 변수로서 지역별 고용보험 가입자 수와 국민연금 가입자 수를 포함하였다. 정책시차와 변수들 간의 내생성 문제를 고려하기 위해 동태적패널모형(dynamic panel model)의 일반화된 적률법(system GMM)을 통한 실증분석을 이행하였다. 분석결과, 지방비사업의 비중은 부분적으로 지역고용 성과에 긍정적인 영향을 미쳤다. 하지만 재정지원일자리사업 총예산과 직접일자리 사업의 비중은 통계적인 유의미성이 존재하지 않았다. 이를 통해 지역차원의 고용성과를 향상시키기 위해 지역맞춤형 사업을 기획하고 운영할 수 있는 재정의 자율권이 중요함을 확인할 수 있었다.

This study aims to empirically analyze the impact of the financial aid job program on the employment performance of the region in the absence of regional regional empirical research on job projects. Specifically, information on the budget size and business type of the financial support job project from 2014 to 2017 was collected through the request for information disclosure for basic municipalities (city, county, ward). As independent variables, we examined the overall effectiveness of the financial support job program, the total budget for each region, the scale of autonomous finance through the proportion of local budget projects, and the type of direct job program where publicity such as income support exists. The dependent variables were qualitative variables including the number of employed, the employment rate, and the unemployment rate, which are quantitative indicators of employment. To compensate for the endogenous problem among variables, empirical analysis was performed through the generalized modulus method (system GMM) of the dynamic panel model. As a result of the analysis, the proportion of local budget projects partially affected the performance of regional employment. However, there was no statistical significance in the proportion of the total budget and direct job budget for the financial aid job. Through this, it was confirmed that the autonomy of finance to plan and operate regional customized projects is important to improve employment performance at the regional level.
