본 연구는 국제과학비즈니스벨트(이하 과학벨트) 정책의 형성과정 분석을 통하여 향후 유사한 정책형성 과정에 도움이 될 수 있는 시사점을 도출하고자 하였다. 이를 위해 Kingdon의 다중흐름모형을 적용하였고, 실제 정책에 참여하였던 정책참여자들을 대상으로 심층면담을 실시하였다. 분석결과, 과학벨트 정책은 대선 과정에서 유력 후보자의 공약사항으로 채택되었고 대통령 당선으로 정책의 창이 열렸다. 그리고 정책선도자가 주도적인 역할을 하여 세 가지 흐름을 결합시켜 의제설정이 되었으나 그 과정이 급격히 진행되면서 과학자 집단들의 참여가 낮은 것으로 확인되었고, 특히 대통령 주도하에 관련 부처 공무원들이 정책형성 과정을 주도하였다. 또한, 정책선도자들은 과학벨트라는 해결책을 가지고 정치의 흐름에 따라 정책의 창이 열릴 기회를 앞두고 이것을 의제화하기 위하여 적당한 문제의 흐름을 결부시켰다. 이처럼 과학벨트 정책은 합리모형에서 전제하는 것처럼 어떤 특정한 문제가 발견된 후에 이를 정책적으로 해결하기 위해 대안을 탐색하는 과정으로 이어졌다기 보다는 정책대안이 그 해결책이 되는 문제를 결부시키는 비합리적으로 정책형성이 이루어졌다는 것을 확인하였다.
The purpose of this study was to derive implications that could help in the similar policy formation process in the future through the analysis of the formation process of the international science business belt (hereinafter the science belt) policy. To this end, Kingdon’s multiple stream model was applied, and in-depth interviews were conducted with policy participants who participated in actual policy. As a result of the analysis, the science belt policy was adopted as a promise of a leading presidential candidate in the election process, and a window of policy was opened by the election of the president. In addition, the policy entrepreneurs played a leading role, combining the three streams to establish an agenda setting, and the process was rapidly promoted. In the process of converging policy alternatives, it was confirmed that the participation of scientist groups was low, and in particular, government officials under the leadership of the president led the policy formation process. In addition, policy leaders have a solution called the science belt, and a proper stream of problems has been linked to the agenda before the opportunity for a policy window to be opened according to the stream of politics. Therefore, the science belt policy was irrationally formed as a policy alternative that connects the solution to the appropriate problems rather than exploring alternatives to solve a specific problem as the rational model.
