연구는 노원에너지제로 주택 사례를 중심으로 에너지절약형 주택단지 조성사업을 협력적 거버넌스에 기초해서 분석한다. 노원에너지제로 주택단지 조성사업은 국토교통부가 발주하고 서울시와 노원구 그리고 대학 산학협력단이 협력하여 서울 도심에 완공한 우리나라 최초의 에너지제로 주택단지 조성을 위한 사업이었다. 본 연구에서는 협력적 거버넌스 모형을 분석틀로 활용하여 이 사례를 분석한다. 특히 협력을 위한 초기조건을 강조하고 정부와 같은 공공기관이 중심이 되어 민간과의 협력을 이끌어 내는 형태의 협력적 거버넌스 모형을 제시한 Ansell and Gash(2008)의 모형을 적용한다. 따라서 협력적 거버넌스가 작동되는 주요 국면인 초기조건, 협력과정, 제도적 설계, 촉진적 리더십이 주요 분석내용이 된다. 분석 결과, 노원에너지제로 주택단지 조성사업은 협력적 거버넌스가 작동되면서 이루어졌다는 것을 알 수 있다. 비록 주요 국면별 정도의 차이는 있으나, 초기조건에서부터 협력과정과 제도적 설계 및 촉진적 리더십까지 해당 요인들이 작동되면서 최종산출물인 노원에너지제로 주택단지 조성을 가능하게 했다. 이러한 결과는 실무적인 차원에서는 자원의 불균형이 명확한 초기상황에서 정부가 관련 행위자들과의 협력을 이끌어 내어 협력적 거버넌스를 구성하는 것의 필요성을 보여주고, 이론적인 측면에서는 에너지절약형 주택을 다루는 독특한 형태의 협력적 거버넌스 사례를 보여준다는데 의의를 지니고 있다. 이는 향후 확대될 신재생에너지 혹은 친환경에너지 관련 정책, 그리고 더 직접적으로는 에너지절약형 주택정책 등에 일정 부분 기여할 것으로 기대된다.

This study analyzes the energy-saving residential development based on the collaborative governance, focusing on the case of Nowon Energy Zero House. The Nowon Energy Zero housing complex construction project was completed in cooperation with the Ministry of Land, Infrastructure and Transport, Seoul, Nowon-gu, Myongji University. This project is the first case in Korea completed in downtown Seoul. In this study, the collaborative governance model is used as an analytical framework. In particular, the model of Ansell and Gash(2008), which emphasized the initial conditions for cooperation and suggested collaborative governance in which public institutions play an important role, is applied. Therefore, the starting conditions, collaborative process, institutional design, and facilitative leadership, which are the main parts of collaborative governance, are analyzed. According to the results of the analysis, the Nowon Energy Zero housing complex creation project was completed with collaborative governance. Although there are differences in the degree of each process, the starting conditions, collaborative process, institutional design, and facilitative leadership worked to enable the creation of the final outcome, Nowon Energy Zero Housing Complex. The results of the analysis are significant in that the government's role in driving the cooperation of related actors is necessary in a situation where the resource imbalance is clear, and that it presents a unique example of collaborative governance. These results provide implications for renewable energy policies, eco-friendly energy policies, and energy-saving housing policies that will be expanded in the future.
