본 연구는 한국 지방정부 ODA의 지역적 차별성을 밝히고 이의 공간적 확산 패턴과 시사점을 분석하기 위해 수행되었다. 지방정부의 ‘재정 가용성’ 및 ‘재정 자율성’을 고려하여 분석한 결과 국내 광역지자체 중 경북, 강원, 인천 등의 ODA 사례가 주목되었는데, 이들 지자체의 ODA 특성은 ‘정책 확산 및 개발’, ‘정치적 목적’, ‘지역 이미지 제고’ 등 ODA 동기를 밝혔던 선행연구의 논의들과 연관하여 이해할 수 있다. 우리나라 지방정부 ODA의 공간적 확산 패턴은 전 세계를 대상으로 비교적 균등하게 이루어지는 국가 전체 ODA와는 달리, 대부분 지리적으로 인접한 국가들을 중심으로 수행되고 있었다. 하지만, 원격지 국가라도 지방정부와의 친밀도나 특수한 정책 목표에 따라 지방정부의 ODA가 집중되는 예외적인 사례가 확인되었다. 향후 다양한 분석기법을 활용한 학제간 연구가 수행된다면, 중앙정부는 물론 지방정부 차원의 국제협력 활동에 대한 이해의 폭이 더욱 넓어질 수 있을 것이다.

This study was conducted to reveal the regional differences of ODA in the Korean local government and to analyze its spatial diffusion patterns and implications. As a result of the analysis considering the ‘financial availability’ and ‘financial autonomy’ of local governments, the regional ODA cases of Gyeongbuk, Gangwon, and Incheon are noted. The regional ODA characteristics of these local governments can be interpreted as ‘policy spread and development’, ‘political objectives’, and ‘regional reputation enhancement’. As a result of analyzing the spatial diffusion pattern of the local government’s ODA, it was performed mainly in neighboring countries, unlike the overall ODA that is relatively uniform in the world. However, even in remote countries, there have been exceptional cases where local government ODA is concentrated according to intimacy with local government or specific policy goals. In the future, if interdisciplinary research is conducted using various analytical methods, an in-depth analysis of international cooperation activities at the level of the central government as well as the local government will be made.
